DISCUSSION / BACKGROUND

Per County Charter section 204, compensation for the Board of Supervisors (Board) shall be fixed by Ordinance. Members of the Board receive a monthly salary of $6,908.66, per County Ordinance section 2.06.020.

 

In November 2024, with Legistar file 24-1908, Human Resources recommended the Board amend the El Dorado County Code of Ordinances Section 2.06.020. Board of Supervisors Salary Provisions, to increase Board’s salary by three percent, to mitigate compaction between the base wage salary of Board of Supervisor and the Supervisor’s Assistant classifications, to a new base monthly salary of $7,115.91.

 

The Board decided, at that time, to postpone their compensation increase until then-active negotiations with represented bargaining groups had concluded. Thus, the Board did not increase their base wage, which has remained at a monthly salary of $6,908.66 since February 12, 2022.

 

Separately, the Chief Administrative Office and Human Resources have recommended the Board approve and authorize the chair to sign a resolution effective the first pay period following adoption to revise the Salary Schedule for unrepresented classifications, which included the classification of Supervisor’s Assistant, increasing base wages for these classifications by four percent (Legistar file 26-0295).

 

The Supervisor’s Assistant classification reports directly to the Board. The current salary alignment between the Board classification and the Supervisor Assistant’s classification is as follows:

                     Supervisor - Board of Supervisor hourly rate (classification only has one salary step): $39.86/hr

                     Supervisor’s Assistant hourly rate (step 5): $40.85/hr

This salary alignment creates a compaction concern between the two classifications, as the Supervisor’s Assistant’s step 5 hourly rate is currently approximately 2.48% above the hourly rate of the Board. With the aforementioned recommended salary increase to the Supervisor’s Assistant classification by a base salary increase of four percent (Legistar file 26-0295), the Supervisor’s Assistant’s step 5 hourly rate will increase to approximately 6.60% above the hourly rate of the Board members.

 

In order to mitigate compaction concerns between the Board and the Supervisor’s Assistant, and given that the most recent round of negotiations with represented bargaining groups has concluded, Human Resources recommends maintaining alignment between the two classifications (Board and Supervisor’s Assistant) by increasing the Board’s salary by a total of seven percent, to a new base monthly salary of $7,392.67.

 

Chief Administrative Office and Human Resources would like to obtain conceptual approval to amend the ordinance to increase the Board’s salary.

 

Per California Government Code section 25123.5, any ordinance which changes supervisorial salaries shall become effective 60 days after its adoption. Therefore, the salary increases would be effective in the first full pay period that is at least 60 days after the second reading of the amended ordinance.

 

ALTERNATIVES

The Board could choose not to adopt the recommendations and direct staff to provide an alternative.

FINANCIAL IMPACT

The approximate ongoing annual cost of the proposed changes for the Board of Supervisor’s salary increase is $17,350 per year in General Fund costs.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) If approved, publish the ordinance to include the final Board vote within 15 days after Final Passage;

2) Send the full Ordinance to Municode for codification following Final Passage; and

3) Upon Board adoption and approval, please provide the executed ordinance to Heather Andersen in Human Resources.
