DISCUSSION / BACKGROUND

On Sunday, January 12, 2025, Mount Murphy Road Bridge over the South Fork American River (Mt. Murphy) in Coloma was closed due to severe structural damage caused by a reckless driver running into a truss column and the diagonal tension bars on the bridge at an excessive rate of speed, significantly deforming a tension bar. Department of Transportation (Transportation) maintenance staff arrived on site shortly thereafter and closed the bridge for safety concerns. Transportation engineering staff arrived that morning to assist with evaluating the damage and planning for repairs. After inspecting the bridge, it was determined to be unsafe, and the bridge remained closed to all traffic.

 

Myers and Sons Construction, LLC (Meyers and Sons) was contacted by Transportation engineering staff due to their expertise in bridge construction. Meyers and Sons completed work with Transportation on Mt. Murphy Bridge in 2021 when a previous accident damaged it. Myers and Sons were able to get to the bridge site quickly and agreed to repair the bridge as expeditiously as possible. Meyers and Sons Construction Contract No. 9366 (Construction Contract) will compensate $10,433.55 for the repair of the bridge. The repairs were completed on January 22, 2025.

 

ALTERNATIVES

The Board could choose not to approve the Construction Contract, but this could potentially result in a claim being filed against the County.

 

PRIOR BOARD ACTION

On October 26, 2021 (Legistar 21-1581), the Board approved a contract with Myers and Sons for damage to the Mt. Murphy Bridge.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel and Risk Management have reviewed and approved the Construction Contract.

 

CAO RECOMMENDATION / COMMENTS

Approve as recommended.

 

FINANCIAL IMPACT

There is no change to net County cost associated with this item. Funding has been identified within the adopted Transportation budget using Road Fund. The County is seeking reimbursement from the automobile insurance company, and if successful, the proceeds will be deposited into the Road Fund.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Upon approval, Transportation will forward two (2) originals of the Construction Contract 9366, together with the required bonds and insurance, and the approved Contract Routing Sheet to the Clerk for the Chair's signature.

2) The Clerk will forward one (1) fully executed Construction Contract to Transportation, attention of Jen Rimoldi, Office Engineer Group, for further processing.
