DISCUSSION / BACKGROUND
Budgeted appropriations for Operating Transfers Out in AQMD's Assembly Bill (AB) 2766 Grant fund is insufficient to make the complete reimbursement of calculated EV charger electricity costs to the General Fund. A planned public works replacement project of publicly accessible EV chargers at County owned and leased facilities took longer than anticipated, making the estimated reimbursement amount higher than anticipated when the FY 2025-26 Budget was developed. This Budget Transfer will reduce appropriations for Professional Services and increasing Operating Transfers Out in it's AB2766 Grant Fund and the increase of revenue for Facilities Operating Transfers In and an increase in appropriations for Utility expenditures. This will allow AQMD to transfer the calculated cost of electricity for the electric vehicle chargers at County-owned and leased facilities to County Facilities to fully reimburse the General Fund for the cost of EV charger electricity costs.
ALTERNATIVES
The Board could not approve this budget transfer and AQMD could only reimburse for $25,000 of the EV charger electricity costs to the General Fund.

FINANCIAL IMPACT
AQMD's budget will have a net zero change, the General Fund will receive a $54,144.66 reimbursement for the calculated electricity costs.

Clerk of the Board shall obtain the Board Chair's signature on the original Budget Transfer and submit the Budget Transfer to the Chief Administrative Office for processing.
