There is no cost associated with this program. Participant wages and Workers' Compensation are paid by the AARP Foundation Senior Community Services Employment Program (SCSEP). The SCSEP is federally funded under Title V of the Older Americans Act.
Background:
The Senior Community Services Employment Program (SCSEP) is a federal program that places seniors age 55+ with non-profit or public agencies in temporary on-the-job training positions to gain the skills and experience necessary to obtain permanent, unsubsidized employment. The Department of Human Services (Community Services Division) was a host agency from 1995 to 2002 for the SCSEP when the program was administered by California Green Thumb. The SCSEP for El Dorado County is now administered by the AARP Foundation.
On April 21, 2009 (Agenda Item #10, Legistar File 09-0439) the Board approved the use of the AARP Foundation Host Agency Agreement as a boilerplate agreement and authorized the DHS Director, Assistant Director or any DHS Program Manager II to sign the boilerplate agreement. The Department currently has four SCSEP participants placed at various DHS sites.
Reason for Recommendation:
The AARP Foundation has notified DHS that they have updated the Host Agency Agreement and requiring agencies to sign it in order to continue the SCSEP participant placements within DHS. The updated Host Agency Agreement revises background check language, adds language regarding the requirement of the Host Agency to have a fax machine in good working condition and modifies timesheet signing requirements. Upon Board approval, the Department will continue to use the Host Agency Agreement as a boilerplate agreement signed by the Department Director, Assistant Director or Program Manager II for SCSEP participants assigned to DHS sites. Participants are neither employees of the host agency or the AARP Foundation. Workers' Compensation coverage is provided by the AARP Foundation and pre-employment health clearances are not required. DHS performs background checks on SCSEP participants assigned to DHS sites.
Action to be taken following Board approval: Human Services to execute a Host Agency Agreement for each SCSEP participant placed at a DHS site.
