DISCUSSION / BACKGROUND

On April 8, 2003, the Board created an Approval Authority to distribute Homeland Security grants funds to local eligible entities.  This Approval Authority has approved the reimbursement agreements totaling $63,985 to the Diamond Springs/El Dorado Fire Protection District to be utilized by all County Fire Departments from the FY 2023 Homeland Security Grant Program to purchase active shooter equipment. 

 

The Approval Authority consists of representatives from the City of Placerville and South Lake Tahoe Police Departments, the Sheriff’s Office, Public Health, and Fire Districts.

 

On June 23, 2015, with Legistar file 15-0768, the Board of Supervisors reaffirmed the creation of an Approval Authority to distribute the grant funds at the local level.

 

The Homeland Security Grant Program provides funding for planning, equipment, training, exercises, and management/administrative costs to help fulfill one of the core missions of the Federal Department of Homeland Security by enhancing the country's ability to prepare for, prevent, respond to and recover from potential attacks and other hazards. The grant is one of the main mechanisms in funding the creation and maintenance of national preparedness, which refers to the establishment of plans, procedures, policies, training, and equipment at the Federal, State, and local level that is needed to maximize the ability to prevent, respond to, and recover from major events such as terrorist attacks, major disasters, and other emergencies.

 

The disbursement of funds to Diamond Springs/El Dorado Fire Protection District were voted and approved by the Approval Authority on September 24, 2024.

 

Agreement 9738 will formalize the reimbursement of funds in the amount of $63,985 to allow the Diamond Springs/El Dorado Fire Protection District to purchase active shooter equipment, focusing on the purchase of Personal Protective Equipment (PPE).  The PPE will include vests and helmets to outfit fire staff in the event of a catastrophic incident. This equipment will allow them further access to an active scene providing the ability to render aid more efficiently.

 

ALTERNATIVES

Failure to disburse funds would result in the inability of the Sheriff’s Office to administer the grant funds as approved by the State and the Approval Authority.

FINANCIAL IMPACT

There is no Net County Cost impact. Funding has been allocated to County Fire Departments through the Diamond Springs Fire Protection District from the FY 2023 Homeland Security Grant.

One signed copy of the Agreement should be returned to the Sheriff’s Office for distribution to the Diamond Springs/El Dorado Fire Protection District.
