Health and Human Services Agency recommending the Board approve and authorized the Chair to sign revised Resolution 133-2020 which replaces and supersedes Resolution 109-2020, adopted by the Board on June 20, 2020 (File ID: 20-0768; Agenda No. 21). This Resolution authorizes the Health and Human Services Agency to act as the Administrative Entity for the El Dorado County Continuum of Care for participation in the Emergency Solutions Grant - COVID (ESG-CV) funding, administered by the California Department of Housing and Community Development.
FUNDING: Federal Funding administered by the State of California Department of Housing and Community Development, Emergency Solutions Grants Program as a result of the Coronavirus Aid, Relief, and Economic Stimulus Act enacted March 27, 2020.

DISCUSSION / BACKGROUND
On June 30, 2020, the Board of Supervisors approved Board Resolution 109-2020, authorizing the Health and Human Services Agency (HHSA) to submit an application for funding through the Emergency Solutions Grant - COVID (ESG-CV) on behalf of the El Dorado Opportunity Knocks Continuum of Care (CoC).
Subsequent to submission of the adopted Resolution 109-2020 to California Department of Housing and Community Development (DHCD), DHCD requested modifications to the Resolution including both increasing the amount of funding authorized by the Resolution, as well as minor adjustments to the language. These changes must be completed in order for the El Dorado County Continuum of Care to be eligible for ESG-CV funding.
As a result, HHSA is recommending the Board adopt this revised resolution, in order to meet the requirements identified by DHCD.
ALTERNATIVES
Should the Board decline to adopt the revised resolution, the County would be unable to serve as the Administrative Entity for ESG-CV funding on behalf of the CoC, and the CoC would be ineligible for the funding.

FINANCIAL IMPACT
There is no Net County Cost associated with this Board item. ESG-CV funds do not have a match requirement. HHSA will return to the Board with a Budget Transfer Request once the funding agreement has been finalized.
