DISCUSSION / BACKGROUND

On September 22, 2024, Assembly Bill (AB) 2561 was signed by the governor of California and went into effect on January 1, 2025. The legislation adds Government Code Section 3502.3 to the Meyers-Milias-Brown Act (MMBA), imposing new obligations on public agencies related to tracking and presenting information on job vacancies and recruitment and retention efforts, which shall be presented at a public hearing before the agency’s governing body at least once per fiscal year prior to the adoption of the final budget.

 

As of December 31, 2024, there were approximately 2,051 budgeted allocations in El Dorado County. Of these 2,051 budgeted allocations, 168 positions were vacant, which indicates an overall County-wide vacancy rate of 8.2%. Vacancies within each of the County’s recognized employee organizations were under 20% and are referenced fully in Board Attachment A.

 

Notification to Recognized Employee Organizations

All exclusively recognized bargaining units have been informed of the County-wide vacancy rate and vacancy rates for their respective organizations and notified of the public hearing and their opportunity to present input and feedback to the Board on the vacancy rates of their bargaining units.
