DISCUSSION / BACKGROUND

El Dorado County Probation Department (El Dorado) has an established Juvenile Detention Facility at the South Lake Tahoe Juvenile Treatment Center (JTC) for the temporary or long-term commitment of youth detained in accordance with the provisions of the California Welfare and Institutions Code.

 

On July 10, 2024, Trinity County Probation (Trinity) reached out to El Dorado with an emergency need to place a youth at the South Lake Tahoe Juvenile Treatment Center (JTC). The facilities Trinity currently contracts with were full or were unable to meet the youth’s needs. Other non-contract counties Trinity contacted were unable to provide detention. The JTC can house and meet the needs of the Trinity youth.

 

On July 11, 2024, Trinity notified El Dorado that their youth would be transported to the JTC the same day.

 

Trinity desires to place youth of its Juvenile Court in the JTC, to the extent that accommodations exist. Rates payable to El Dorado are $350 per day per bed, $400 per day per bed for Commitment Programming, and $475 per day per bed for youth placed in the Secure Youth Treatment Facility Program. A draft contract was sent to Trinity on July 11, 2024, and the contract process has been progressed as quickly as possible. Trinity requests that theirs be the final signature on their contracts. Probation respectfully requests the Board Chair to sign the Agreement prior to that of Trinity.

 

In the interest of promoting goodwill and so as not to disrupt any treatment plan in place for Trinity youth, this Agreement 8921 is retroactive to July 11, 2024.

 

ALTERNATIVES

The Board could not approve the agreement. This agreement promotes goodwill and reciprocity of assistance between California’s probation departments.

FINANCIAL IMPACT

This is a revenue generating agreement. There is no General Fund impact or increase to Net County Cost.
