Chief Administrative Office, Procurement and Contracts on behalf of Community Development Agency-Transportation Division, recommending the Board consider the following:
1) Approve Award Bid 16-961-012 for Hauling Services for the West Slope of El Dorado County to the low qualified bidder, Blain Stumpf Trucking of Shingle Springs, CA;
2) Authorize the Purchasing Agent to sign an agreement for Hauling Services to transport road materials for various road maintenance projects on the West Slope of El Dorado County in the amount of $600,000 for a thirty-six month (36-month) period ending December 31, 2018 subject to County Counsel and Risk Management approval; and
3) Authorize the Purchasing Agent to increase the contract amount and sign any additional amendments to the agreement for Hauling Services for the West Slope of El Dorado County on an "as needed" basis during the awarded period as long as funding is available within the requesting department's budget.

DEPARTMENT RECOMMENDATION
Road materials hauling services for the West Slope of El Dorado County is required to complete road work in a timely manner. The Board of Supervisors is asked to make findings in accordance with County ordinance 3.13.030 that these services are more feasibly provided by an outside contractor than if the County were to purchase and maintain the large trucks necessary for hauling road materials and employ full-time drivers. The completion of road work would take much longer if only County equipment was to be utilized to haul materials, unless the County purchased several large trucks and hired additional staff to provide these services. These services can be provide under contract on an "as needed" basis, rather than incurring costs of purchasing, maintaining and insuring vehicles and employing permanent staff.

The previous contract for these services was approved by the Board of Supervisors on 06/25/2013 #26.
ALTERNATIVES
Have the Community Development Agency-Transportation Division only utilize County equipment for the hauling of materials for the West Slope of El Dorado County which would cause road work to be completed at a much slower rate or not at all.

FINANCIAL IMPACT
Procurement and Contracts has been advised that funding is available within the Community Development Agency-Transportation Division's Road Fund Discretionary budget for Hauling Services for the West Slope of El Dorado County for a thirty-six month (36-month) period ending on December 31, 2018 (current budgeted amount plus inclusion in future year budgets).
