Probation Department recommending the Board approve and authorize the Chair to sign Lease Agreement 9985 with A&G Holdings, LLC, for monthly rent for transitional housing located at 3769 Pioneer Trail, South Lake Tahoe, for non-minor dependent youth under Less Restrictive Programming, in the monthly amount of $1,750, to commence February 1, 2026, and terminate on January 31, 2027.

DISCUSSION / BACKGROUND
On January 30, 2024, with Legistar file 23-2239, the Board approved Lease Agreement 8414 with A&G Holdings, LLC (A&G), with a term of February 1, 2024, through January 31, 2025. On December 10, 2024, with Legistar file 24-1742, the Board approved Lease Agreement 9121, with A&G, for a term of February 1, 2025, through January 31, 2026. These two leases were to provide transitional housing to a non-minor dependent youth under Less Restrictive Programming, with funding provided through a grant award with the California Health and Human Services (CalHHS) Agency, Office of Youth and Community Restoration (OYCR).
The Probation Department (Probation) desires to continue to lease with A&G for Less Restrictive programming and transitional housing. It is beneficial to house the youth in the South Lake Tahoe area, as staff from the South Lake Tahoe Juvenile Treatment Center (JTC), are local and available to supervise the youth as needed. Additionally, the monthly lease cost is highly affordable for the South Lake Tahoe area and is not being increased from the previous lease.
Board approval is required for this agreement because the Purchasing Agent does not have authority to execute leases of real property. The term of the lease is February 1, 2026 through January 31, 2027. The lease has monthly payments of $1,750, with an amount not to exceed $21,300, which factors in $300 for unforeseen circumstances, for the term of the lease.
Lessor requests that Lessees sign their agreements first; Probation respectfully requests that the Board Chair provide the first signature on Agreement 9985.
ALTERNATIVES
The Board may choose not to approve the lease agreement. Without the lease agreement to facilitate temporary housing, youth may not receive the benefit of advancing, and succeeding, through their rehabilitative programs with Probation.

FINANCIAL IMPACT
There is no General Fund impact or increase to Net County Cost. The lease payments will be paid for through OYCR grant, JJCPA, and/or SB823 funding.
