There is no Net County Cost associated with this Agreement.  Sufficient appropriations were included in the Fiscal Year 2013-14 Budget request.
Background
On September 25, 2012, the Board authorized continuation of the Fiscal Year ("FY") 2011-12 Mental Health Services Act (MHSA) Plan Update until the FY 2012-13 MHSA Plan Update was presented to and approved by the Board.  On July 23, 2013, the Board authorized implementation of the FY 2012-13 MHSA Plan Update and authorized continuation of the County's MHSA programs as identified in said MHSA Plan Update until the FY 2013-14 MHSA Plan is presented to and approved by the Board (File ID 13-0795).  Included in the approved FY 2011-12 and FY 2012-13 MHSA Plan Updates is the "Wennem Wadati - A Native Path to Healing" Prevention and Early Intervention program that has been provided by the Foothill Indian Education Alliance since 2010.
 
The Wennem Wadati program is a highly effective and culturally specific intervention strategy program designed to address gaps in service, health disparities, and the effects of traumatic stress in the local Native American community, serving more than 250 individuals during FY 2011-12.  The program reduces barriers to mental health care access while decreasing the health disparities experienced by the Native American population on the Western Slope.  
 
Reason for Recommendation
Having received approval by the Board on September 25, 2012 and July 23, 2013, for continuation of services defined in the FY 2011-12 and FY 2012-13 MHSA Plan Updates, the Health and Human Services Agency now presents this retroactive Agreement 040-S1411 to the Board to ensure continuation of this successful program.  The Agreement was originally prepared in May in anticipation of approval of the MHSA Plan Update for FY 2012-13.  Multiple revisions were required and upon approval of the final language August 26, 2013, the documents were immediately processed and submitted for the next available Board agenda.
 
 
Action(s) to be taken following Board approval
1. Chair to sign two (2) original Agreements for Services 040-S1411.
2. Clerk of the Board to return one (1) fully executed original Agreement to HHSA at 3057 Briw Road.
3. HHSA to distribute documents as appropriate.
