Fiscal Impact/Change to Net County Cost:
Adoption of this Addendum and approval of this Project will not result in any fiscal impact nor change to Net County Cost.
 
Recommended Findings:
A. The California Environmental Quality Act (CEQA) document (on file with the Clerk of the Board) was prepared in accordance with CEQA, Public Resources Code Sections 21000 et seq., and the CEQA Guidelines.
B. There is no substantial evidence that raises a fair argument that the Project, as mitigated, will have a significant effect on the environment.
C. The Addendum to the Silver Springs Subdivision Environmental Impact Report (EIR) to include the Green Valley Road/Deer Valley Road Intersection Improvements reflects the lead agency's independent judgment and analysis.
 
Background:
The Green Valley Road/Deer Valley Road Intersection Improvements project (Project) was added by the Board of Supervisors as an off-site condition of approval to the Silver Springs Subdivision to address safety concerns raised by the Green Springs Ranch homeowners. This occurred at the December 15, 1998 hearing when the EIR was certified and the Silver Springs Subdivision project was approved.
 
The Silver Springs Subdivision EIR did not include the Green Valley Road/Deer Valley Road intersection improvements in the EIR's Project Description, therefore, this Addendum is intended to provide additional information necessary to make the 1998 EIR apply to the Project in compliance with the requirements of the CEQA (Public Resources Code Section 21000, et seq.). El Dorado County is the lead agency on the Project for purposes of environmental review under CEQA.
 
Project Location: The proposed project is located at the intersection of Green Valley Road and Deer Valley Road (west end), one and one-half miles west of Bass Lake Road in western El Dorado County.
 
Purpose of Project: The intersection improvements address safety concerns set forth in the condition of approval for the Silver Springs Subdivision added by the Board of Supervisors on December 18, 1998.
 
Project Description: The Project will improve the existing intersection at Green Valley Road and Deer Valley Road with the widening of Green Valley Road for dedicated left and right turn lanes and Class II bicycle lanes, overlaying of the existing pavement section, installation of associated signage and striping, construction of asphaltic concrete curbs, extensions of existing drainage culverts, and construction of retaining walls (Figure 1 in the Addendum).
 
Project Construction: The Department will contract with a construction contractor who will be responsible for compliance with all applicable rules, regulations and ordinances associated with construction activities and for the implementation of the adopted construction-related mitigation measures. The Project, combined with three other Silver Springs Subdivision projects, as a single contract, is proposed to commence construction in the summer of 2011 and will require approximately sixteen months to complete. A traffic management plan is required including construction staging and traffic control measures to maintain and minimize impacts to traffic during construction. Minor stoppages or delays may be necessary but a full road closure will not occur.
 
Mitigation Measures: The CEQA Checklist (Attachment A of the Addendum) provides the supporting documentation demonstrating that no additional impacts were identified and no additional mitigation measures are required for the Green Valley Road/Deer Valley Road Intersection Improvements Project. Existing Mitigation Measures from the 1998 Silver Springs Subdivision EIR relative to the Green Valley Road/Deer Valley Road Intersection Improvements Project are listed in Attachment B of the Addendum.
 
Agency and Public Notification: No additional public notification from that done for the 1998 Silver Springs Subdivision EIR is required, pursuant to Section 15164(c) of the CEQA Guidelines as follows:  "15164(c) An addendum need not be circulated for public review but can be included in or attached to the final EIR or adopted negative declaration."
