Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Amendment 1 to Agreement for Services 93 (045-S1810) with Susan Stoeffler, MFT, for the provision of therapeutic counseling and related services, increasing the maximum obligation by $74,523 for a new maximum contractual obligation of $140,000, with no change in term (June 13, 2017 through December 31, 2019);
2) Make findings in accordance with County Ordinance 3.13.030 that it is more economical and feasible to contract for services provided under this Agreement because the County has neither the licensed staff nor facilities to perform said services; and
3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 93 (045-S1810), including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: 37% Federal, 20% State, 38% Realignment, and 5% General Fund.

DISCUSSION / BACKGROUND:
Pursuant to Welfare and Institutions Code Section 16501-16508, HHSA’s Child Welfare Services Program (CWS) is required to provide services to promote family reunification for children and families. Such services are designed to promote the well-being of children by ensuring safety, achieving permanency, and strengthening families to successfully care for their children.
HHSA maintains agreements with multiple vendors for the provision of therapeutic counseling and related services to ensure that clients can be referred by their caseworker on an “as needed” basis to receive necessary, and in some cases, court-mandated services from the most appropriate and conveniently located vendor. Choice of vendor is based upon the specific needs of each individual HHSA client.
In accordance with Board of Supervisors Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services ad contractor’s professional qualification by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services. HHSA has documentation on file that such a review was performed for Agreement #93 (045-S1810) with Susan Stoeffler, MFT.
ALTERNATIVES:
Disapproval of Amendment 1 to Agreement for Services 93 (045-S1810) will limit availability of appropriately licensed and trained therapeutic counselors, could result in difficulty meeting the needs of the community, and may disrupt continuity of care for clients currently receiving services from this vendor.

FINANCIAL IMPACT:
Sufficient appropriations were included in the FY 2018-19 budget, and will be included in future budgets for the term of the Agreement.

1) Obtain signature of Chair on two (2) originals of Amendment 1, Agreement for Services #93 (045-S1810).
2) Return one (1) fully executed Amendment 1 to the HHSA Contracts Unit at 3057 Briw Road.
