Probation Department recommending the Board:
1) Approve and authorize the Chair to sign Amendment I to Agreement for Services 5531 with Rane Community Development to increase the not-to-exceed amount by $60,000, with no changes to the billable rates, for a total not-to-exceed amount of $90,000 to cover remaining charges expected to be incurred through the agreement term, for the provision of providing grant writing, meeting facilitation, and consulting; and
2) Authorize the Chief Probation Officer and Deputy Chief Probation Officer to execute further documents relating to Agreement 5531, including future amendments which do not increase the maximum dollar amount or term of the Contract, and contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
Since June 7, 2019, Rane Community Development (Rane) has been providing grant writing, meeting facilitation, consulting, and assistance with the Stepping Up Initiative to the Community Corrections Partnership (CCP). Agreement 5531 with Rane was fully executed on March 29, 2021.
The CCP approved their Fiscal Year 2022-23 budget on February 28, 2022 (CCP Agenda item 22-0393). Included in the CCP budget is $20,000 for Professional Services, of which $10,000 is slated for Rane. On May 24, 2022, the Board reviewed and accepted the CCP budget for FY 2022-23 (Item 22-0446, #29).
The Community Corrections Partnership (CCP) amended their Fiscal Year 2022-23 budget on September 28, 2022 (CCP Agenda item 22-1815). An additional $50,000 was included for Rane.
This Amendment I (Amendment) will increase the not-to-exceed amount of Agreement 5531 (Agreement) by $60,000 to $90,000.
Since Board approval is needed for amounts exceeding the Purchasing Agent’s authority, this request is to approve and sign this Amendment I to increase the compensation to a not-to-exceed total of $90,000 to cover remaining charges expected to be incurred through the Agreement term of March 28, 2024.
Other changes to the Agreement include updates to Article I Scope of Work; Article VIII Independent Contractor; Article XI Default, Termination, and Cancellation; Article XVIII Conflict of Interest; Article XIX Nondiscrimination; Article XXIII County Payee Data Record Form; Article XXIV Business License; and Article XXIX California Forum and Law; and inclusion of Article XXXIV Confidentiality, Article XXXV Force Majeure, Article XXXVI Waiver, Article XXXVII Electronic Signatures, and Article XXXVIII Counterparts.

FINANCIAL IMPACT
There is no General Fund impact or increase to Net County Cost for this item. Funding is included in the CCP approved FY 2022-23 budget.
