District Attorney recommending the Board
1) Authorize the addition of one (1) one-room mini server for the Child Advocacy Center in Placerville and one (1) two-room mini server for the Child Advocacy Center in South Lake Tahoe to the FY 2021-22 budget Fixed Asset list as part of the purchase of CaseCracker recording and sharing hardware and software to upgrade the Child Advocacy Centers;
2) Waive formal bid requirements in accordance with Purchasing Ordinance 3.12.160, exemptions from competitive process, Section D;
3) Authorize the Purchasing Agent to utilize competitively bid General Services Administration contract number GS-35F-0190U with Capture Technologies for the purchase and installation of CaseCracker recording and sharing hardware and software;
4) Authorize the Purchasing Agent to issue a purchase order in the amount of $16,756.80 for one (1) one-room mini server for the Child Advocacy Center in Placerville and to issue a purchase order in the amount of $28,006.29 for one (1) two-room mini server for the Child Advocacy Center in South Lake Tahoe, as well as the additional equipment, materials, installation, and training included in the purchase of CaseCracker; and
5) Approve and authorize the Chair to sign a Budget Transfer increasing Fixed Assets and decreasing Salaries and Benefits by $26,200 in the District Attorney's Fiscal Year 2021-22 budget.

DISCUSSION / BACKGROUND
The County has received grant approval from CalOES to utilize the Child Abuse Treatment (AT) Program grant funds to upgrade the recording and sharing software in the Placerville and South Lake Tahoe Child Advocacy Centers (CACs). The upgrade will bring the centers up-to-date with current industry standards for recording software and case management. The purchase includes cameras, licenses, installation, and training. This technology will be used within the CACs to provide enhanced services to child victims of crimes by allowing for sharing of forensic interviews with the multi-disciplinary team and with the AT Program psychotherapy clinicians.
Capture Technologies has a GSA contract for general purpose commercial information technology equipment, software, and services for other communications equipment. Capture Technologies is also the sole premier provider and installer of the Case Cracker system in Northern California. Case Cracker is the CAC industry standard. Upgrading to this system supports the CAC's efforts towards national accreditation through the National Children Alliance (NCA).
ALTERNATIVES
The Board could decline to approve the purchase and the District Attorney would not be able to utilize the AT Grant funds to purchase the CaseCracker bundle for the grant period ending December 31, 2021.
