Fiscal Impact/Change to Net County Cost: Total Agreement amount is for $743,075.  The Center for Disease Control (CDC) Base Allocation includes $238,529, the CRI includes $100,000, the CDC (federal) Pandemic Influenza Funds includes $29,488, California (state) Pandemic Influenza Funds includes two months of funding for FY 07/08 for the amount of $27,451 and totals $170,791, and the HRSA allocation includes $204,267.

 

Background: CDHS has combined funding from three separate agreements into one comprehensive contract.  Whereas, the County entered into 3 different contracts to receive HRSA, CRI, and Pandemic Influenza funding in FY 05/06, CDHS has simplified the process and reduced the paperwork required to receive these state and federal funds. 

 

This Agreement provides for public health emergency preparedness funding from five different sources.  Included in those sources is a CDC base allocation, a CRI allocation, state and federal pandemic influenza funds, and a HRSA allocation.

 

Each of these allocations are to be used to enhance the County's ability to respond to public health emergencies in varying forms.  Through the CRI Program, the CDC is providing special funding for selected cities and metropolitan areas to increase and enhance readiness of the effective use of the Strategic National Stockpile (SNS) - large quantities of medicine and medical supplies to protect the American public if there is a public health emergency (terrorist attack, flu outbreak, earthquake) severe enough to cause local supplies to run out.  Through the development and review of emergency procedures, training, and equipment purchases, funds will be used to increase the capacity of the County's medical centers to deliver medicines and medical supplies during such emergencies.

 

The HRSA component of this funding is to build upon the planning, infrastructure development, and initial implementation that began in FY 2002 and to continue to upgrade the preparedness of the Nation's health care system to respond to public health threats and emergencies, including non-terrorist epidemics of rare diseases, exposures to chemical toxins and radiological materials, and mass casualties due to explosions. The primary focus will continue to be the development, implementation, and intensification of regional terrorism preparedness plans and protocols for hospitals, outpatient facilities, EMS systems (both freestanding and fire-based), and poison control centers.  Integration of the health care system plans with the public health department response is critical.  

 

Federal and state pandemic influenza funds are intended to enable California and county public health departments to plan for an outbreak of pandemic influenza and include:

 

•      Development of a local jurisdiction pandemic influenza preparedness and response plan      consistent with state guidance

•   Public health preparedness for an influenza pandemic

•   Laboratory surge capacity

•   Coordination of healthcare surge capacity including alternate care sites

•   Risk communication coordination

•   Surveillance and epidemiological response capability

•   Coordination of social distancing and quarantine actions

•   Distribution and dispensing of antivirals and vaccines

 

Reason for Recommendation: The Department, in collaboration with its local and regional partners, has made significant progress toward enhancing its ability to respond to public health emergencies within El Dorado County.  To continue this progress, the renewal of these funding sources is of critical importance.

 

Action to be taken following Board approval:1) Chairman to sign three (3) originals of attached Agreement; 2) Chairman to sign three (3) originals of attached Non-Supplantation Certification Forms, Exhibit E; 3)   Board Clerk's Office to forward three (3) signed document packets to Public Health; 4) Public Health to forward signed document packets to California Department of Health Services;5) California Department of Health Services to sign and return (2) originals to Public Health; 6) Public Health to forward one signed original document packet to Board Clerks Office.
