Title
Facilities, a division of the Chief Administrative Office, recommending the Board:
1) Make findings in accordance with El Dorado County Ordinance section 3.13.030 (B), El Dorado County Charter, section 210(b)(6), and/or Government Code section 31000 that the roofing services provided by El Dorado Roofing, Inc. require specialty skills, qualifications, and equipment not expressly identified in County classifications;
2) Authorize the Purchasing Agent to sign Amendment I to Agreement for Services 8614 with El Dorado Roofing, Inc. to increase compensation by $39,900 for an amended amount not to exceed $99,900 for anticipated winter roof repair services; and
3) Authorize the Purchasing Agent to execute any necessary future amendments relating to Agreement for Services 8614, excluding term extensions and increases to the contract amount, contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
El Dorado Roofing, Inc. has been providing roofing maintenance and repair services to the County since 2014.
Changes in the Amendment include:
1) Amending ARTICLE III, Compensation for Services, increasing the contract’s not-to-exceed amount of $60,000, to allow for increased roof maintenance and repair services especially during winter months;
2) Amending the definition of repair services from routine and recurring to the public works meaning of the term;
3) Remove all mentions of routine and recurring repair services;
4) Amending ARTICLE I, Scope of Work;
5) Fully replacing a paragraph to Article XX, Conflict of Interest, to include updated contract provisions; and
6) Adding Exhibit A-1, Updated California Levine Act Statement.
It is further recommended the Board make findings in accordance with El Dorado County Ordinance section 3.13.030 (B), El Dorado County Charter, section 210(b)(6), and/or Government Code section 31000 that the roofing services provided by El Dorado Roofing, Inc. require specialty skills, qualifications, and equipment not expressly identified in County classifications
ALTERNATIVES
The Board could decline this amendment, and the County would need to identify and contract with another vendor.

FINANCIAL IMPACT
Agreement for Services 8614 has been budgeted for in the Fiscal Year 2024-25 operating budget and will be budgeted for in future years of the agreement. There is no change in Net County Cost.
