Facilities, a division of the Chief Administrative Office, on behalf of the Department of Transportation, recommending the Board consider the following:
1) Make findings pursuant to Section 3.13.030 (B) of the El Dorado County Ordinance Chapter 3.13, Contracting Out, that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work;
2) Authorize the Purchasing Agent to sign competitively procured Agreement for Services 8441 with Lionakis, in the amount of $422,370 effective upon final execution for a two-year term to provide Architectural Design and Engineering Services for the Tahoma Garage Facility Project; and
3) Authorize the Purchasing Agent to execute any necessary amendments relating to Agreement for Services 8441, excluding term extensions and increases to the agreement amount, contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
Facilities recommends the initial step in the design and potential future construction for the replacement of the Tahoma Transportation Garage Facility. The project is anticipated to include a new, approximately 6,500-square-foot Transportation Garage Facility on the existing developed, 1 acre Tahoma site, located at 7100 Wilson Avenue, Tahoma. As part of this project, the current building will be demolished to accommodate the new structure, while the existing cell tower, cell communications building, and above-ground diesel tank will remain in place.
The new facility is expected to include a two-bay main garage, tool storage area, lounge/office space, restrooms, custodial rooms, and utility rooms for mechanical, electrical, plumbing, and fire systems. The complete cost of the project, including construction, is estimated at $4.9M. Department of Transportation has been accumulating DTOT contributions and placing them in a special designation for the construction phase of the project. The current balance for the construction is $500,000. Any balance of funds from the design and engineering phase will be transferred to the designation to be used for the construction phase.
On August 22, 2023, as a result of RFQ #23-918-072, Lionakis was identified as a firm qualified for Architectural and Engineering Services. The Facilities Division on behalf of the Department of Transportation is seeking to contract with Lionakis for architectural design consultation related to the Tahoma Transportation Garage construction.
The Division recommends approval of this agreement in the amount of $422,370 and a term of two years.
At the present time, the County does not have staff with the specialty skills and qualifications that are involved in the performance of the work that is required. Therefore the Department has the need to utilize a contract for the Architectural Design and Engineering Services for the Project. Chapter 3.13 of the El Dorado County Code of Ordinances, Contracting Out, includes Section 3.13.030, Criteria, which establishes those instances where contracts may be awarded and work can be performed by independent contractors. It is recommended that the Board find that the work under the proposed Agreement requires specialty skills and qualifications not expressly identified in County classifications. (Criteria 3.13.030 (B)).

The Board could choose not to approve the agreement or could choose another consultant.

FINANCIAL IMPACT
There is no change in Net County Cost. The Architectural Design and Engineering Services has been budgeted as a part of the current ACO Fiscal Year 2024-25 Workplan and will be included in the subsequent Fiscal Years. The construction cost of the project is estimated at $4.9M. Department of Transportation has identified $500,000 for the construction phase and will continue to request DTOT funds annually to fund the project.
