Health and Human Services Agency, Mental Health Division, recommending the Board consider the following:
1) Approve and authorize Chair to sign Agreement for Services 582-S1411 with El Dorado County Office of Education for the provision of Substance Abuse and Mental Health Services Administration Model Programs at schools within the County of El Dorado, with a term commencing upon execution to June 30, 2016 in an amount not to exceed $392,500; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 582-S1411, including amendments which do not affect the maximum dollar amount or the term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: Mental Health Services Act.

Fiscal Impact/Change to Net County Cost
There is no change to net County cost associated with this agenda item. Sufficient appropriations have been included in the Fiscal Year (FY) 2013-14 adopted budget and will be included in future budgets for the term of the Agreement. If changes in funding occur in future FYs, the amount of the Agreement will be adjusted appropriately.
Background
On December 10, 2013, the Board adopted and authorized implementation of the FY 2013-14 Mental Health Services Act (MHSA) Plan (File ID 13-1512). Included in the approved FY 2013-14 MHSA Plan are the "Youth and Children's Services" program under the Prevention and Early Intervention (PEI) component, which includes the Substance Abuse and Mental Health Services Administration (SAMHSA) Model Programs (Program) at all schools within the County. The programs will focus on anti-bullying, reducing substance abuse, and developing positive behaviors in youth to help improve the mental health of school-aged children.
The Program is to be implemented through El Dorado County Office of Education (EDCOE) so that there will be an opportunity to access SAMHSA programs with consistent messaging at all schools. If SAMHSA Model Programs were to be purchased by individual schools or by community-based organizations only for those schools they served, the costs would be higher than the organizational based licenses through EDCOE. Therefore, the purchase and implementation of the SAMHSA Model Programs is to be coordinated through EDCOE.
Reason for Recommendation
MHSA mandates that stakeholders are to be provided with the opportunity to provide input into the MHSA Plan development on topics such as community needs and funding allocations. During the community planning process for FY 2013-14, one of the unmet needs identified by the public was improving mental health for school aged children. To address those needs, the Project was incorporated into the MHSA plan under the PEI component.
Once a MHSA Plan is adopted by the Board of Supervisors, the County implements the PEI projects identified in the MHSA Plan. Due to the specialized nature of the services required under the Project, the provision of these services are more economically and feasibly performed by EDCOE than through the County Mental Health Division.
