DISCUSSION / BACKGROUND

La Cañada Unit 1 Final Map would create a total of 24 residential lots ranging from 1.176 acres to 1.995 acres (Attachment E, Exhibit C). The La Cañada Unit 1 Final Map is based on the La Cañada Tentative Subdivision Map (TM08-1463) approved by the Planning Commission on January 19, 2010 (Legistar file 09-1518) (Attachment E, Exhibit D), with an initial expiration date of January 19, 2013, which was automatically extended to January 19, 2017, due to state legislation. Approval of six (6) one-year time extensions (TM08-1463-E) was approved by the Planning Commission on February 9, 2017 (Legistar file 09-1518, V2). A Substantial Conformance Tentative Subdivision Map Revision (TM08-1463-R) was approved by the Planning and Building Department Director on March 7, 2017 (Attachment E, Exhibit E), which extended the map to January 19, 2023. Approval of a Large Lot Final Map (TM08-1463-F) was approved by the Board of Supervisors on April 2, 2019 (Legistar file 19-0346) (Attachment E, Exhibit F). The Unit 1 Final Map application was submitted to the County on December 22, 2022. As described in a letter from the County to the applicant dated January 17, 2023, the County confirmed that the approved Tentative Subdivision Map qualified for an automatic three-year time extension from January 19, 2023 to January 19, 2026, due to the map chronology, including approval of the Large Lot Final Map (TM08-1463-F).

 

The Verification of Final Map Conformance with Conditions of Approval report (Attachment F) verifies compliance of the Final Map with the Tentative Map Conditions of Approval. Affected agencies/departments, including County Department of Transportation (DOT), County Surveyor's Office, and El Dorado Hills Fire Department, have reviewed, verified compliance with the Conditions of Approval, and recommended approval of the Final Map.

 

Improvement Agreements and Bonds: The applicant has submitted an Agreement to Make Subdivision Improvements (Attachment B) and associated bonds (Attachments C and D) pursuant to Section 120.16.050 of the County Code. DOT has reviewed and approved the cost estimates. County Counsel and Risk Management have reviewed and approved the Agreement to Make Subdivision Improvements and bonds for the La Cañada Unit 1 Final Map.

 

Water/Wastewater: The El Dorado Irrigation District has provided a Meter Award Letter confirming that the applicant has acquired the required Equivalent Dwelling Units (EDUs) for water and wastewater to serve all of the 24 residential lots (Attachment E, Exhibit G).

 

Environmental Review: The review of the Final Map is a ministerial process and is Statutorily Exempt from environmental review under Section 15268(b)(3) of the California Environmental Quality Act (CEQA) Guidelines.

FINANCIAL IMPACT

There is no net county cost associated with the proposed action. The Subdivision improvements are funded by La Cañada 143-25, LLC, the owner, and development applicant.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain the Chair’s signature on two (2) original copies of the Agreement to Make Subdivision Improvements; and

2) Clerk of the Board to provide one (1) fully executed Agreement to Make Subdivision Improvements to the Department of Transportation, Attention: Lindsay Tallman.
