Fiscal Impact/Change to Net County Cost:
The cost associated for the construction phase of this project is estimated at $1,100,000, which includes an estimated bid of $950,000, supplemental items at $60,000 and contingency of $90,000. In addition, the Department estimates a Construction Management, Testing and Surveying budget at $180,000.
 
Funding for this project is from the 2004 General Plan Traffic Impact Mitigation Fee Program and the Rubberized Asphalt Concrete Grant program of the California Integrated Waste Management Board.
 
There is no net cost to the County General Fund associated with this agenda item.
 
Reason for Recommendation:
On May 22, 2007, your Board approved the Plans and Specifications and authorized the advertisement for construction bids for the Cameron Park Drive/Oxford Road Intersection Signalization Project. The Department recommends the construction contract be awarded to the lowest responsive, responsible bidder to be determined after bids are opened on June 18, 2007.
 
This project is an operational and safety project to install traffic signals at the intersection and is included in the Department's Five-Year Capital Improvement Program. The project also includes roadway and pavement widening to extend and add turn lanes approaching the intersection. The intersection carries a high volume of traffic with heavy turning movements.
Rubberized asphalt concrete will be utilized on the project to increase pavement durability and reduce traffic noise. The Department has obtained partial funding ($28,418) for the project from the California Integrated Waste Management Board through their Targeted Rubberized Asphalt Concret Grant Program.
 
Action to be taken following Board approval:
1. The Department will forward the approved construction contract to the lowest responsive, responsible bidder to be determined after the bid opening scheduled for June 18, 2007;
2. The Department will return the signed construction contract, together with the required bonds, insurance and County Counsel and Risk Management approval, to the Clerk of the Board for the Board Chairman's signature on the contract.
3. Upon receipt of the fully executed construction contract, the Department will issue a Notice to Proceed.
