Sheriff’s Office, Probation Department, and the District Attorney’s Office recommending the Board:
1) Make findings in accordance with Ordinance 3.13.030(a) that the services provided by the Contractor are in the best interest of the public and that the work can be more economically and feasibly performed by independent contractors than County employees;
2) Make findings in accordance with Procurement Policy C-17 Section 3.4(2f) exempting the competitive bidding process, with Purchasing Agent concurrence, because the procurement is for services where the continuity of providers will provide efficiency or critical knowledge, and other providers of the services cannot provide similar efficiencies or critical knowledge; and
3) Approve and authorize the Chair to sign Amendment II to Agreement 6552 with Cordico Psychological Corporation for as needed pre-employment psychological and post-employment “fitness for duty” psychological examinations to extend the term to June 30th, 2025, with no change to the amount of the agreement.

DISCUSSION / BACKGROUND
The Cordico Psychological Corporation provides the County with pre-employment psychological and post-employment “fitness for duty” psychological examinations for the Sheriff’s Office (SO), Probation Department, and the District Attorney’s Office (DA). The screenings performed for the SO are in compliance with California Commission on Peace Officer Standards and Training (POST), Commission Procedure 1955. Examinations performed for the Probation Department and the DA are compliant with Government Code Section 1031 (f). Services provided consist of the appropriate psychological testing, evaluation and written report on all candidates screened.
On May 17, 2022, with Legistar file 22-0773, the Board approved Agreement 6552 in the amount of $94,000 for the term May 10, 2022 to May 9, 2025 with Cordico Psychological Corporation.
On January 3, 2023, with Legistar file 22-2297, the Board approved Amendment I to Agreement 6552 to increase the amount to $125,000.
This amendment is being processed to have the expiration coincide with the fiscal year in order for staff to have time to work on a new agreement beginning July 1, 2025.
ALTERNATIVES
The Board could choose not to approve this amendment, however, services for pre-employment psychological and post-employment “fitness for duty” psychological examinations may be disrupted.
