Title

Health and Human Services Agency (HHSA) recommending the Board:

1) Make findings pursuant to Section 3.13.030 (B) of the El Dorado County Ordinance Chapter 3.13, Contracting Out, that the Housing and Homelessness Services provided by Tahoe Youth and Family Services (TYFS) and New Morning Youth and Family Services (NMYF) require specialty skills and qualifications, not expressly identified in County classifications, are involved in the performance of the work;

2) Approve and authorize the Chair to sign Agreement 9667 with TYFS, for a term effective October 1, 2025, through September 30, 2027, with three one-year options to extend, for a total possible term of five years through September 30, 2030, in the amount of $26,566.92;

3) Approve and authorize the Chair to sign Agreement 9670 with NMYF, for a term effective October 1, 2025, through September 30, 2027, with three one-year options to extend, for a total possible term of five years through September 30, 2030, in the amount of $26,566.92; and

4) Authorize the Purchasing Agent to execute amendments relating to Agreements 9667 and 9670, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreements.

 

FUNDING: 100% State of California Department of Housing and Community Development Homeless Housing, Assistance and Prevention Program Round 3 funding.

DISCUSSION / BACKGROUND:

Representatives from across El Dorado County formed the El Dorado County Continuum of Care (CoC), known as the El Dorado Opportunity Knocks (EDOK) CoC, in 2017, a regional planning body of representative stakeholders in El Dorado County. 

 

On October 21, 2021, HHSA, as the Administrative Entity (AE) for the EDOK CoC, submitted a joint application for Homeless Housing, Assistance and Prevention (HHAP) Program Round 3 funding (Legistar file 21-1720). As a result, HHSA and the EDOK CoC were awarded $1,330,334.26.

 

On October 9, 2024, County Division of Procurement and Contracts released Request for Qualifications (RFQ) #24-0103 for homelessness outreach, prevention, housing support, and supportive services; and on February 13, 2025, the EDOK CoC released a request for project proposals for the use of HHAP funds to serve youth experiencing homelessness or at risk of homelessness.  TYFS and NMYF responded to both requests and represented that they are qualified to perform the services outlined in the RFQ and the request for project proposals.

 

Agreement 9667 with TYFS is for the provision of Transitional Age Youth (TAY) homelessness prevention and diversion services.  TYFS will utilize the funding to serve TAY currently experiencing or at risk of experiencing homelessness on the East Slope (Tahoe Basin) of the County.  The agreement has an initial term of two years with three one-year options to extend, for a total term not to exceed five years. 

 

Agreement 9670 with NMYF is for provision of emergency youth shelter and case management services.  NMYF will utilize the funding to operate their Youth Shelter in Placerville, providing immediate access to housing for youth ages six to seventeen years of age.  This agreement also has an initial term of two years with three one-year options to extend, for a total term not to exceed five years. 

 

As the AE for the EDOK CoC, authorized and adopted by the Board via Resolution 194-2024 (Legistar file 24-0782), HHSA administers agreements for the CoC in accordance with County policies and procedures.  HHSA is requesting the Board’s approval and signature to approve and sign Agreements 9667 and 9670, which will enable the EDOK CoC to expend remaining HHAP 3 funding.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, TYFS and NMYF will have to seek alternate funding, which could significantly impact the youth they serve. Additionally, the EDOK CoC will miss the HHAP 3 expenditure deadlines, jeopardizing future funding opportunities.

FINANCIAL IMPACT:

There is no Net County Cost associated with this agenda item.  Sufficient appropriations were included in the Fiscal Year 2025-26 Budget and will be included in future budgets for the terms of the Agreements.

Clerk of the Board to obtain signature of Chair on two original Funding Out Agreements 9667 and 9670.
