Health and Human Services Agency, Community Services Division, recommending the Board take the following actions relative to the In-Home Supportive Services (IHSS) Advisory Committee:

2) Accept the resignation of Alexandra Ivanovsky, Provider Representative and Robin Wentland, Consumer Representative; and
3) Reappoint Norman Smith as Consumer Representative for a term to expire January 1, 2014; reappoint Ellen Yevdakimov as a Community Representative for a term to expire January 1, 2014 and appoint Vincent DiVittorio as a Provider Representative to the In-Home Supportive Services Advisory Committee for a term to expire January 1, 2014.
FUNDING:  IHSS Public Authority funding is 85 percent Federal/State In-Home Supportive Services Allocation with 15 percent required County General Fund Match.  Funding for the IHSS Advisory Committee is 100 percent State funded through the IHSS Allocation.

Fiscal Impact/Change to Net County Cost
No change.  The In-Home Supportive Services Advisory Committee is funded by the annual IHSS allocation.  Advisory Committee members receive mileage reimbursement and $10 per diem for attendance at regular meetings, up to twelve annually.  Actual expense varies dependent on attendance and distances traveled.
Background
The IHSS Advisory Committee was established by Ordinance No. 4612 dated September 24, 2002, under the statutory authority of Welfare and Institutions Code 12301.6.  The purpose of this independent advisory committee is to provide advice and make recommendations on the IHSS program to the Governing Board and administrative agency of the IHSS Public Authority.
Reason for Recommendation
It is vital that the IHSS Advisory Committee continue to maintain an active membership to help the IHSS program and IHSS Public Authority fulfill their goals and reach future objectives.  The IHSS Advisory Committee currently has three Consumer Representative vacancies previously filled by Jane Thomas (deceased), David Wixom (term expired) and Robin Wentland (resigned); and two Provider Representative vacancies previously filled by Alexandra Ivanovsky (resigned) and Darryl Nelson (term expired).  The reappointment of Norman Smith as a Consumer Representative and Ellen Yevdakimov as a Community Representative, and the appointment of Vincent DiVittorio as a Provider Representative will result in three Consumer Representative vacancies and one Provider Representative vacancy.  The IHSS Public Authority continues to recruit for these vacant positions and will bring recommended representatives forward for appointment as received.

Board Clerk to send an acknowledgement letter to resigning members Alexandra Ivanovsky and Robin Wentland, a notice of reappointment to Norman Smith and Ellen Yevdakimov and a notice of appointment letter to Vincent DiVittorio and provide Health and Human Services Agency, at Briw Road, with copies of letters sent.  Confidential member contact information provided separately.
