Body

DISCUSSION / BACKGROUND

On January 3, 2023, the County of El Dorado (County) adopted resolution 014-2023, adopting the Salary and Benefits resolution for its unrepresented employees.  Section 6 of the Salary and Benefits Resolution provides that the base wage scale for the Snow Removal Worker - Extra Help classification shall be set and maintained equal to that of Highway Maintenance Worker III. The base salary of the Highway Maintenance Worker III classification received a Board approved increase effective July 15, 2023.  The Snow Removal Worker classification should have been increased by 5% incrementally to comply with Section 601 of the Salary and Benefits Resolution 014-2023 for Unrepresented Employees, however, the classification did not receive a salary increase at that time. Because the position of Snow Removal Worker is a seasonal classification and no employees are currently working in the classification, there is no need for a retroactive correction.

ALTERNATIVES

The salary increases are necessary to comply with the terms of the Salary and Benefits Resolution between the County and its unrepresented employees adopted by the Board on January 3, 2023.

PRIOR BOARD ACTION

The Board adopted Resolution 103-2023 on June 27, 2023 (Legistar #23-1177).

OTHER DEPARTMENT / AGENCY INVOLVEMENT

Department of Transportation and County Counsel.

CAO RECOMMENDATION

Approve as recommended.

FINANCIAL IMPACT

The 5% increase to Snow Removal Worker - Extra Help classification will cost approximately $10,000 a year, based upon use of the classification in the prior year during the winter storm disasters. Departments monitor and ensure that Salaries and Benefits expenditures do not exceed available appropriations; the department may use savings from vacant allocated positions to cover the increased cost of this extra help classification.

CLERK OF THE BOARD FOLLOW UP ACTIONS

Upon Board adoption and approval, please obtain the Chair’s signature on the Resolution and provide a copy of the fully executed Resolution to Heather Andersen in the Human Resources Department.
