Title
Facilities, a division of the Chief Administrative Office, and Environmental Management, recommending the Board:
1) Make findings pursuant to Section 3.13.030 (B) of the El Dorado County Ordinance Chapter 13, Contracting Out, that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of architectural design and engineering services;
2) Authorize the Purchasing Agent to sign Agreement for Services 10162 with Lionakis, for a total compensation amount not to exceed $146,080, and a one-year term, to provide architectural design and engineering services for the Union Mine Water Treatment Plant Office Project; and
3) Authorize the Purchasing Agent to execute any necessary amendments related to Agreement for Services 10162, excluding term extensions and increases to the total compensation amount, contingent upon approval by County Counsel and Risk Management.
FUNDING: County Service Area 10 Solid and Liquid Waste Funds.

DISCUSSION / BACKGROUND
The Facilities Division and Environmental management are planning to replace the Union Mine Water Treatment Plant modular located at 5700 Union Mine Road in El Dorado. The project will consist of an approximately 1,440 square feet newly constructed modular building on the existing developed roughly one-acre parcel. The existing building will be demolished for the construction of the new building.
On August 22, 2023, with Request for Qualifications (RFQ) 23-918-072, Lionakis was identified as a qualified firm for Architectural and Engineering Services. The Facilities Division, on behalf of Environmental Management, is seeking to contract with Lionakis for architectural design consultation related to the Union Mine Water Treatment Plant Office Project for a total compensation amount not to exceed $146,080 and a term of one year.
Work will require specialty architectural and engineering skills and experience navigating the approval processes. The Department is requesting that the Board make the finding that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work.
ALTERNATIVES
The Board could choose not to approve the agreement or direct staff to return to the Board with an agreement with another consultant.

FINANCIAL IMPACT
