DISCUSSION / BACKGROUND

The Aukum Fairplay Fire Safe Council (AFFSC) is seeking a waiver of permit fees in the amount of $1,455 to place two public information signs along E16 in South El Dorado County on Assessor’s Parcel Numbers (APN) 046-610-019 and 093-180-014. AFFSC is a non-profit 501c3 satellite council under the parent organization, the El Dorado County Fire Safe Council. Their primary mission is public education. The signs will include the AFFSC logo, website, and monthly meeting information as shown on attachment F.

 

The permit fees for both signs in the amount of $1,591.41 include $985 for Planning fees, $288 for Building, and $172 for Environmental Management fees. The fees not recommended to be waived are the technology fee for $47.79 and General Plan Implementation fee for $96.62 as these fees are typically not waived as they are nominal on a project level, and the accumulated collection from all projects is essential to broader County operations. Additionally, Policy B-2 fee waivers do not apply to the State mandated fees (Green fees), which are estimated to total $2.00.  As such, the Planning and Building Director, along with the Environmental Management Department are in concurrence in recommending the Chief Administrative Office consider this request to the Board of Supervisors for consideration to waive all allowable fees for a total fee waiver of $1,445.00. The Planning and Building Department, with concurrence of the Chief Administrative Office, is recommending the Board consider waiving the applicable permit fees in the amount of $1,455 as these signs will provide a substantial public benefit (Attachment D).

FINANCIAL IMPACT

These fees are typically paid for by the project applicant. Approval of the fee waiver in the amount of $1,455 would require the use of General Fund to pay for the Planning and Building staff time and materials associated with the permit review. The Department anticipates that there will be adequate General Fund savings to cover the cost of the waiver, therefore, no budget transfer is necessary.

 

For the current 2024-25 Fiscal Year, there has been a total of $3,467.00 in fees waived through Policy B-2.  Of that $288 is from Building fees, $1,970 from Planning, $95 from Stormwater, $258 from Environmental Management, and $856 from Department of Transportation.
