Title: Public Health Department recommending Chairman be authorized to sign the following retroactive amendments to provide alcohol and other drug treatment services in FY 2005-06, adjusting the budgets of the agreements to properly reflect the amount of State and Federal funding provided: (1) Amendment 2 to Agreement 442-PHD0505 with Sierra Recovery Center; (2) Amendment 2 to Agreement 440-PHD0505 with New Morning Youth and Family Services; and (3) Amendment 2 to Agreement 438-PHD0505 with EDCA Lifeskills. (1) Amendment 2 to Agreement 442-PHD0505 with Sierra Recovery Center;
(2) Amendment 2 to Agreement 440-PHD0505 with New Morning Youth and Family Services; and
(3) Amendment 2 to Agreement 438-PHD0505 with EDCA Lifeskills.
RECOMMENDED ACTION:  Approve.

Fiscal Impact/Change to Net County Cost:  These amendments reflect a change in the allocation of state and federal funds used to compensate service providers.  These allocations are based on the amount of services provided and the types of clients serviced (i.e., children, adult, etc.).  The result is an increase in total funding to Sierra Recovery Center of $3,172 and New Morning Youth and Family Services of $9,641 offset by a decrease to EDCA Lifeskills of ($18,767).  Unspent entitlement allocations (Drug Medi-Cal) in the EDCA Lifeskills contract ($18,767) will offset the increase of $12,813 for Sierra Recovery Center and New Morning Youth and Familiy.  There is no net County cost.
 
Background: Services provided by these agreements are funded by a combination of state and federal sources, the allocations of which can be and are modified for a number of reasons, during any given state fiscal year.  Consequently, it is difficult to accurately forecast the amount of state and federal funding that will be used to compensate providers.  These contract amounts were based on an estimated number of clients to receive services and an outdated formula used by the State to determine state and federal contribution rates. The agreement with the State has already been amended in order to facilitate the local contract amendments. The adjusted numbers were used in the FY 2005-06 Cost Report sent to the State by Public Health.
 
Reason for Recommendation:  Adjustments to the budgets of these contracts are necessary to pay outstanding invoices to the vendors for services provided in FY 2005-06.  Each of these amendments are retroactive as to the term of their respective agreements due to delays caused by late receipt of notice by the State regarding changing allocations of state and federal funding.
 
Action to be taken following Board approval: Chair to sign three (3) copies of each amendment; Board Clerk's Office to return two (2) copies of each amendment to Public Health; Public Health to distribute as appropriate.
