Title
Human Resources Department recommending the Board approve and adopt Board of Supervisors Policy E-6 - Employee Identification Badge Policy.
FUNDING: Varies.
Body
DISCUSSION / BACKGROUND
In an effort to promote the safety and security of all County of El Dorado (County) employees while at work and to ensure County employees are identifiable to others while in the course of their duties, the Department of Human Resources has developed an Employee Identification Badge Policy for the Board’s review and approval. While certain County departments already provide employee identification badges for their employees, the proposed policy mandates that all County employees (with exception for certain classifications for safety or law enforcement reasons) receive and visibly wear their employee identification badge during the workday at all County facilities and while conducting County business outside of County facilities. The policy was sent to all Department Heads for review and input in October 2019.
ALTERNATIVES
The Board may choose not to approve the proposed Employee Identification Badge Policy and direct Human Resources to make revisions.

CAO RECOMMENDATION
It is recommended that the Board approve this item.
FINANCIAL IMPACT
There is no direct financial impact to adopting this policy. However, there will be an approximate cost of $7,100 to initially provide employees with badges. After that, the cost will be minimal in comparison and would pertain only to new hires or those who require a replacement. The cost of the badges will be charged back to the applicable departments. Indirectly, the County could realize cost savings as the proposed policy promotes safety and security mitigating risk to the County.
CLERK OF THE BOARD FOLLOW UP ACTIONS
The Clerk of the Board will update the online Board Policy Manual with the newly adopted policy; notify all department heads; and notify the Chair or staff for applicable boards, committees, and commissions.
