Library Department recommending the Board:
1) Approve and authorize the Chair to sign a Fiscal Year 2024-25 budget transfer increasing the Fixed Asset appropriations in the Library Department by $35,000 for a total of $275,000 for the electric bookmobile by increasing the use of the Placerville Library Countywide Special Revenue Fund (4/5 vote required); and
2) Increase the amount of the electric bookmobile to $275,000 on the Fiscal Year 2024-25 Fixed Asset list.
FUNDING: Air Quality Management Grant (78%), Placerville Library Countywide Special Revenue Fund (16%), and Bookmobile Countywide Special Revenue Fund (6%).

DISCUSSION / BACKGROUND
In December 2023, the Board approved multiple Air Quality Management District ("AQMD") Motor Vehicle Subvention Program (AB 2766) projects across the county including a fully electric library bookmobile (EDC Library Bookmobile). $275,000 is required as a total project cost in order to include shipping ($2,498), title and registration ($2,547), sales tax ($21,913), and a vehicle diagnostic package ($3,500). The initial allocation of $240,000 did not contain these items. The Library department is requesting the Board approve a budget transfer which increases the Fixed Asset appropriations for the bookmobile by $35,000 through the increased use of the Placerville Library Countywide Special Revenue Fund.
ALTERNATIVES
The Board could choose not to approve the additional fixed asset appropriations to complete the purchase; however, this would leave the department without an electric bookmobile to offer library services to all areas of El Dorado County.

FINANCIAL IMPACT
The total increase in cost of the electric bookmobile for the Library Department will be funded by the Placerville Library Fund with no change to Net County Cost.
