Fiscal Impact: Net County Cost will decrease by $140,037 in the Sheriff Department.
Reason for Recommendation:
Federal Forest Reserve funds are disbursed to Counties by Congressional appropriation under the Secure Rural Schools and Community Self-Determination Act of 2000. Under this authority, the Board of Supervisors has designated projects in the categories of search and rescue and wildfire education and planning. Funding budgeted for wildfire education and planning is allocated to eligible entities through the Request for Proposal (RFP) process.
Staff received six proposals, representing a total of ten projects. An evaluation team composed of representatives from a Resource Conservation District, the United States Forest Service, and CAO staff reviewed the proposals. Funding is recommended for eight of the projects, for a total of $299,012. The table below summarizes the funding recommendations. The attached table includes a listing of specific funded projects.

The Board is also asked to approve the attached budget transfer increasing revenues in the Title III fund budget by $121,348. This is to recognize additional fund balance available at the end of Fiscal Year 2006-07 and to reflect the actual federal revenues received.
Appropriations for community wildfire prevention and planning are decreasing by $18,689, from $324,500 to $305,811. This amount includes the evaluation team's recommendations for this fiscal year's funding and a carryover amount for the UCCE.
Most of the additional fund balance will be applied to the Sheriff Search and Rescue program. Revenues will be increased in the Sheriff Department for Search and Rescue activities on federal lands by $140,037 for a total of $471,899. This additional revenue will reduce the Sheriff's Net County Cost for the current fiscal year.
Appropriations and revenues will also be increased in the UCCE by $32,100, which reflects the award for the current fiscal year ($25,300) plus an amount carried over from last year ($6,800).
