Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign a Budget Transfer Request to increase the Fiscal Year (FY) 2023-24 Fixed Assets in the Administration and Finance Division by $51,172 for the labor costs associated with the security camera system installation at 3047 and 3057 Briw Road using savings from Services and Supplies; and
2) Approve the addition to the FY 2023-24 Fixed Asset list $51,172 for security camera system installation services at 3047 and 3057 Briw Road, Placerville, California.
FUNDING: 27% General Fund, 73% County ARPA designated for Public Health.

DISCUSSION / BACKGROUND:
HHSA offices at 3047 and 3057 Briw Road house many important community programs including Self Sufficiency, Protective Services, Housing and Homelessness Services, and Administrative/Finance Departments. The HHSA facilities located at 3047 and 3057 Briw Road were equipped with security cameras that surpassed 13 years in operation and fell short in offering comprehensive surveillance across the entire premises. A security and safety evaluation, conducted in coordination with the County Sheriff’s Office, highlighted the need for an upgrade in the security camera system to expand visual coverage over more areas within the facility and parking zones. Enhancing the video surveillance was crucial in deterring potential incidents and supporting law enforcement in their investigative efforts.
On March 5, 2024, the Board of Supervisors approved Purchase Contract 8426 with Surveillance Systems Integration, Inc. doing business as Surveillance Systems Incorporated (SSI) for Verkada cameras to upgrade the surveillance camera systems at Briw Road HHSA offices (Legistar file 24-0006). The BTR approved on this item for $210,000 only included the actual camera systems and licenses.
Agreement 8369 with SSI was executed by the Purchasing Agent on April 19, 2024, for the surveillance camera installation work at 3047 and 3057 Briw Road. HHSA seeks the Board's approval to add the surveillance camera installation work as a Fixed Asset to their FY 2023-24 Budget and approval of the requisite BTR in the amount of $51,172. The Notice to Proceed with work was issued April 24, 2024, with all work to be completed by October 21, 2024.
ALTERNATIVES:
Should the Board decline to approve this BTR and Fixed Asset transfer request, HHSA will be unable to add the labor costs for security camera system installation work at 3047 and 3057 Briw Road as a Fixed Asset with the upgrade intended to help increase community and staff safety.

FINANCIAL IMPACT:
