Title

Health and Human Services Agency recommending the Board, as the Community Action Agency:

1) Approve the submittal of the 2026-2027 Community Needs Assessment and Community Action Plan (CAP) reports, attached hereto as Attachment A, to the California Department of Community Services and Development (CSD), as required under the Community Services Block Grant; and

2) Approve and authorize the Chair to sign the 2026-2027 CAP Cover Page and Certification for submittal to the CSD.

DISCUSSION / BACKGROUND:

The CSBG is a federally funded block grant that provides funds to states, territories, tribes and Community Action Agencies (CAAs) to administer support services that alleviate the causes and conditions of poverty in under resourced communities. CSD is the designated state lead agency for the purposes of carrying out California’s CSBG activities and ensuring program compliance, pursuant to the CSBG Act (42 U.S.C. 9901 et seq.) and the California Government Code Section 12725.

 

The County has received the CSBG grant since the early 1980s, and this revenue source is expected to continue. The Board is the designated CAA and HHSA’s Community Services Division is the County department designated to administer CAA programs and activities in El Dorado County. The County Community Action Council (CAC) serves as an advisory board to the CAA and HHSA Community Services Division.

 

CSBG funding affects a wide range of programs administered by HHSA including: Public Housing Authority services (Housing Choice Voucher Program), Senior Nutrition (congregate and home-delivered meals), Senior Legal Services, Family Caregiver Support Program, the You Are Not Alone (YANA) Program, Older Adult Day Services, and Low-Income Home Energy Assistance Programs.

 

Every two years, CSD requires all CAAs to complete a CNA and submit a CAP that functions as the planning document outlining proposed activities within their community for the next two years. The CAP defines an integrated service delivery system and is required by the state and federal government for receipt of CSBG funds. These funds represent core funding for administration of HHSA’s low-income and adult services. Said reports also serve as the County’s application for CSBG funding for the following two years. Further, the CAP shows how the CAA will use CSBG funds to respond to the specific needs of their community while identifying existing and potential resources to expand service opportunities. CAP responses are then used to inform the CSBG State Plan and help HHSA’s annual contract workplans. This signed report is due to CSD on or before June 30, 2025.

 

HHSA recommends the Board to review and approve these reports and authorize the Chair to sign the CAP Cover Page for submission to the CSD to ensure CSBG compliance.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would be out of compliance of the reporting requirements for recipients of CSBG funding. The CAP serves as the application to the annual CSBG revenue that provides core funding of HHSA’s administration costs for low-income and adult services. If the CAP was not submitted to CSD, HHSA may be ineligible to receive its annual CSBG revenue which would reduce core funding for many HHSA programs.

FINANCIAL IMPACT:

There is no direct financial impact associated with this agenda item; however, the CAP serves as the application to the annual CSBG revenue that provides core funding of HHSA’s administration costs for low-income and adult services.
