DISCUSSION / BACKGROUND

The Sheriff’s Office applied for and was awarded a grant on April 19, 2023, in the amount of $2,924,271 by BSCC with a grant period of May 1, 2023 through April 30, 2028.  This grant is a continuation of funding to assist with law enforcement efforts addressing public health and safety associated with the implementation of the Control, Regulate and Tax Adult Use of Marijuana Act (AUMA), which was approved by the voters of California in November 2016.  The Request for Proposal (RFP) from BSCC makes available $150 million through a competitive process for projects that address local impacts due to the legalization of cannabis in California. Activities and strategies must fall within four Project Purpose Areas: 1) Youth Development/Youth Prevention and Intervention; 2) Public Health; 3) Public Safety; and 4) Environmental Impacts.

 

To better serve the community, the Sheriff's Office pursued Prop 64 PH&S Grant funding for the purpose of: 1) hiring three (3) Deputy Sheriff’s to enforce illegal marijuana cultivation, manufacturing, and distribution laws, and 2) creating a Youth Citizens Academy.

 

The funds expended for the Prop 64 PH&S will cover the costs to employ 3 full time Deputies who are well versed in the requirements related to Prop 64 and dedicated to proper compliance, enforcement, and education related to cannabis in El Dorado County. They would regularly perform enforcement activities and provide preventative efforts that will improve the welfare and protection of the general public. The assigned Deputies will create a Youth Citizens Academy that will provide mentorship, leadership, and promote healthy lifestyles and opportunities for at-risk youth in the County. These at-risk youth will be identified by local school districts and invited to enroll in our program.

 

The grant application originally requested funding for two (2) Deputy Sheriffs and one (1) part time Grant Manager, but the current need is for three (3) Deputy Sheriffs and no Grant Manager.  The grant administration will be performed by the Deputies and existing Fiscal staff.  The grant amendments will be processed after the grant agreement is signed and submitted.

 

ALTERNATIVES

The Board could choose not to approve the acceptance of the grant award and the Sheriff’s Office would not provide the services proposed in the grant application.

FINANCIAL IMPACT

There is no General Fund impact or increase to Net County Cost for this item. Funding is included in the FY 2023-24 budget and will be included in future budgets through the grant term.
