DISCUSSION / BACKGROUND
The El Dorado County Solid Waste Advisory Committee (EDSWAC) is a standing advisory body established by County ordinance to support the Board of Supervisors and the Environmental Management Department on issues involving solid, liquid, and hazardous waste management. Its membership includes representatives from cities, special districts, the solid waste industry, and the general public, ensuring broad and balanced input on countywide waste programs, policies, and long-term planning. EDSWAC regularly reviews major waste-related planning documents, evaluates program effectiveness, and advises on compliance with state and local requirements.
As outlined in its by-laws, one of EDSWAC’s key responsibilities is to participate in the County’s periodic review of the Solid Waste Management Plan (SWMP). This includes examining how well current programs and services support waste diversion, recycling, hazardous waste handling, and long-term facility and infrastructure needs. Through this review function, EDSWAC provides essential input to ensure that the SWMP remains relevant, effective, and aligned with evolving state mandates, operational realities, and the needs of both urban and rural communities.
The County’s most recent five-year review of the SWMP was completed in 2025 in accordance with state and local requirements. As part of its advisory role, EDSWAC is being asked to provide a presentation, answer clarifying questions, and offer comments or recommendations that may guide upcoming policy discussions, system improvements, and long-term solid waste management strategies.
