DEPARTMENT RECOMMENDATION

The El Dorado County Sheriff's Office of Emergency Services, recommending the Board declare that a local state of emergency exists in El Dorado County due to the effects of severe storms, starting February 6th, throughout Northern California.

 

DISCUSSION / BACKGROUND

This will be the second local state of emergency declared by the El Dorado County Board of Supervisors due to storm activities. It is requested by the Governor’s Office of Emergency Services that separate state of emergencies be declared for different storm patterns that cause significant damage. This declaration includes storms from February 6th to the present.

 

At their meeting of January 10, 2017, the Board unanimously approved the addition of emergency agenda item #32 (File 17-0071) finding that a local state of emergency exist in El Dorado County due to the effects of severe rainstorms throughout Northern California bringing high winds, substantial precipitation, high and fast flowing streams, creeks and rivers, and general flooding.  On January 10, 2017, the Chair signed Resolution 023-2017 of which a copy was immediately sent to the Governor’s Office of Emergency Services (OES). 

 

On January 18, 2017 the Governor’s OES informed the county that certain provisions contained in Resolution 023-2017 were disallowed and requested a revised Resolution no later than close of business on January 18, 2017.  County staff prepared an amended Resolution 023-2017, signed by the Chair and sent to the Governor’s OES on January 18, 2017. 

 

California Government Code (reference sections 54954 and 54956) and Public Resource Code (reference sections 20395, 22035, and 22050) empowers the Board of Supervisors to proclaim a local emergency when the existence or threatened existence of conditions of disaster or of extreme peril to the safety of persons and property within the territorial limits of the County, caused by conditions that include storms, floods, and erosion, that these conditions are likely to be beyond the control of the services, personnel, equipment and facilities of the county to effectively control.
