Title
Health and Human Services Agency, Social Services Division, recommending the Board consider the following:
1) Authorize the Chair to sign Amendment I to Agreement for Services 385-S1210 with Scripps Psychological Associates, Inc., increasing the maximum contractual obligation by $89,682 from $60,318 to $150,000, and increasing the term by one year, for the continued provision of psychological evaluation services on an "as requested" basis, for the term ending April 30, 2016; and
2) Authorize the Purchasing Agent or designee to execute further documents relating to Agreement for Services 385-S1210, including amendments thereto and contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term of the Agreement.
FUNDING: Funded with a blend of Federal and State funds (85%) with County share of cost or required match (15%) met primarily with realignment funds.

Fiscal Impact/Change to Net County Cost
There is no impact to the Net County Cost associated with this Amendment I to Agreement for Services 385-S1210. Sufficient appropriations are included in the Fiscal Year 2013-14 budget and will be included in future County Budget Requests.
Background
The Health and Human Services Agency ("HHSA") has contracted with Scripps Psychological Associates, Inc. since 2007.
On March 20, 2012, the Purchasing Agent executed Agreement for Services 385-S1210 for the provision of psychological evaluations and written assessments/recommendations in the amount of $60,318 for the three-year term ending April 30, 2015.
Scripps Psychological Associates, Inc. continues to be a successful tool to support families who are clients of County of El Dorado HHSA's CalWORKS/Welfare-to-Work program and HHSA's Child Protective Services ("CPS") program. HHSA maintains agreements with several vendors for the provision of psychological evaluations and related services to ensure that clients can be referred by their caseworker on an "as requested" basis to receive necessary, and in some cases, Court-mandated services from the most appropriate and conveniently located vendor. Choice of vendor is based upon the specific needs of each individual HHSA client.
Failure to adopt this Amendment will result in difficulty meeting the service demands of the community and HHSA's mandated service requirements. Additionally, failure to adopt this Amendment will disrupt progress and continuity of care for clients currently receiving services from this vendor.
Reason for Recommendation
Pursuant to Welfare and Institutions Code Sections 11322.6 and 16500-16508, the County of El Dorado HHSA is required to provide psychological evaluation services for CalWORKS/Welfare-to-Work and Child Protective Services clients. Increased utilization of the services has outpaced the compensation originally determined for this Agreement. Approval of Amendment I to Agreement for Services 385-S1210 will help ensure the continued provision of Court-mandated psychological and related services on an "as requested" basis.
Action(s) to be taken following Board approval
1) Chair to sign two (2) originals of Amendment I to Agreement for Services 385-S1210.
2) Board Clerk's Office to return one (1) original signed Agreement to HHSA Contracts Unit at Briw Road.
