Background:

The proposed Cameron Park Drive/Oxford Road Intersection Signalization project is within the unincorporated area of El Dorado County, south of Green Valley Road and south of the Cameron Park Airport, in the Cameron Park area.  The Department of Transportation performed a volume warrants analysis for turn pockets in accordance with the National Cooperative Highway Research Program Report 279.  The intersection currently exceeds the minimum volumes that warrant construction of the left turn pockets and the installation of traffic signals.  This project proposes installation of a traffic signal and turn lanes at the intersection in order to address traffic safety and intersection operations.

 

On June 20, 2006, your Board approved the California Environmental Quality Act (CEQA) Mitigated Negative Declaration for the Project, and adopted the associated mitigation monitoring plan.

 

The above-referenced parcel is affected by the Cameron Park Drive/Oxford Road Intersection Signalization Project #72343.  The parcel is located on the west side of Cameron Park Drive and the south side of Oxford Road.  The project will widen both Cameron Park Drive and Oxford Road intersections and will include signalization of the intersection.

 

Reason for Recommendation:

The El Dorado County Department of Transportation has completed the design of the Cameron Park Drive/Oxford Road Intersection Signalization project.  The project requires additional right-of-way for turn pockets and improvements at the southwesterly corner of the intersection. Currently, this southwesterly corner is County-owned property. A 30 foot right-of-way adjustment as shown on the Record of Survey will be made to the northerly and easterly property lines which will reduce the acreage of the County property by a like amount.  The Department of Transportation has discussed the project with General Services and they have no current or planned improvements located on this parcel, and therefore, have no objection to this adjustment.  The parcel is located in the flight path of the Cameron Park Airport and has certain zoning restrictions however, use of the subject property for right-of-way purposes is allowable.  The adjustment is depicted on the attached reduced-scale map of the proposed Record of Survey.

 

Action to be taken following Board approval:

1)  Chairman of the Board of Supervisors to sign the Resolution authorizing the adjustment of the northerly and easterly right-of-way line of the County owned parcel APN 083-243-01.

 

2)  The Board Clerk to record said Resolution and Record of Survey depicting the change in right-of-way.
