DISCUSSION / BACKGROUND

The East Ridge Village Subdivision is a 734-acre project that previously received the following entitlements:

 -Large-Lot Tentative Subdivision Map (Phase 0) creating 66 large lots for financing and phasing purposes, ranging in size from 0.06 acres to 58 acres;

 -Small-Lot Tentative Subdivision Map creating a total of 759 lots consisting of 701 residential lots, 41 landscape lots, 12 roadway lots, two recreational park lots, one sewer lift station lot, one water tank lot, and one pump station lot.

 

This request is for a Final Map for Unit 8A.  Whereas a Tentative Subdivision Map shows conceptual design, including proposed layout, topography and improvements, the Final Map establishes legal lot lines, easements and dedications which are recorded with the County Surveyor. The Tentative Map also sets the conditions for approval that must be fulfilled, whereas the Final Map process verifies those conditions have been met before the Final Map is recorded.

 

East Ridge Village Unit 8A Final Map creates a total of fifty (50) residential lots, seven (7) lettered lots, and one (1) large lot, ranging in size from 0.102 acres to 11.865 acres in size (Attachment E, Exhibits C and D). This Final Map encompasses Unit 8A of the East Ridge Village Tentative Subdivision Map, TM14-1521, (Attachment E, Exhibit E) approved by the Planning Commission on June 11, 2015 (Legistar file 15-0660, Version 1), and was set to expire July 11, 2018; however, a time extension was timely filed and approved by the Planning Commission on July 13, 2017 (Legistar file 15-0660, Version 3), resulting in a new expiration date of June 11, 2024. An additional time extension was approved within the executed Development Agreement, DA22-0001, approved by the Board of Supervisors on July 25, 2023 (Legistar file 23-1311), resulting in a new expiration date of July 11, 2034.

 

On December 9, 2025 (Legistar file 25-1820), the Board approved the Final Map for East Ridge Village Unit 1 (TM-F25-0002), creating a total of 147 residential lots and 13 lettered lots.

 

The Verification of Final Map Conformance with Conditions of Approval report (Attachment F) verifies compliance of the Final Map with the Tentative Map Conditions of Approval. Affected agencies/departments, including County Department of Transportation (DOT), County Surveyor's Office, and El Dorado Hills Fire Department, have reviewed, verified compliance with the Conditions of Approval, and recommended approval of the Final Map.

 

Improvement Agreements and Bonds: The applicant has submitted an Agreement to Make Subdivision Improvements (Attachment B) and associated bonds (Attachments C and D) pursuant to Section 120.16.050 of the County Code. DOT has reviewed and approved the cost estimates. County Counsel and Risk Management have reviewed and approved the Agreement to Make Subdivision Improvements and bonds for Unit 8A of the East Ridge Village Subdivision.

 

Water/Wastewater: The El Dorado Irrigation District (EID) has provided a Meter Award Letter, Service Application, and receipt of payment confirming that the applicant has acquired the required Equivalent Dwelling Units (EDUs) for water and wastewater to serve the fifty (50) residential lots (Attachment E, Exhibit F).

 

Environmental Review: The review of the Final Map is a ministerial process and is Statutorily Exempt from environmental review under Section 15268(b)(3) of the California Environmental Quality Act (CEQA) Guidelines.

FINANCIAL IMPACT

There is no net county cost associated with the proposed action.  The Subdivision improvements are funded by the development applicant.

1) Clerk of the Board to obtain the Chair’s signature on two (2) original copies of the Subdivision Improvement Agreement.
