DISCUSSION / BACKGROUND

On July 13, 2021, Legistar file 21-1102, the Board appointed Supervisor Thomas and Supervisor Hidahl to the Mobile Home Ad Hoc Committee to participate in discussions with El Dorado Community Foundation, local stakeholders with the mobile home park working group and staff regarding mobile home park issues and concerns.

 

On May 10, 2021, Supervisors Thomas and Hidahl, El Dorado Community Foundation with Housing El Dorado, and the Western Manufactured Housing Communities Association (WMA) hosted a public meeting called, "Community Elevation: A Conversation on Mobile Home Parks" at the Union Mine School Theatre to discuss issues facing mobile home park residents, including rent and utility increases. Outcomes from this meeting drove the creation of the Ad Hoc to continue and open dialog with all stakeholders. At the time of formation, El Dorado Community Foundation, Housing El Dorado, WMA and El Dorado County HCED Program were members of the committee, in addition it was recommended that a representative from the Park owners and Park residents be included.

 

In August 2021, the Caldor Fire broke out and El Dorado Foundation was immersed in assisting in the recovery efforts for our residents.

 

Housing El Dorado recently conducted a survey and is working to engage the community on this topic. This item is a recommendation to reinvigorate the Ad Hoc committee.

 

ALTERNATIVES

The Board could choose not to appoint Board members to the Mobile Home Ad Hoc Committee or change the structure of the proposed Ad Hoc Committee.
