DISCUSSION / BACKGROUND

On December 12, 2023 (Legistar file 23-2068), the Board approved Cooperative Agreement 03-0817 establishing a partnership between Caltrans and the County of El Dorado to convert the US 50 / SR 89 and Pioneer Trail signalized intersection into a modern roundabout.  The agreement programmed a total of $3,055,000 in SB-1 Local Partnership Program funds, specifying how much could be spent for construction support and construction capital.

 

On February 3, 2026 (Legistar file 25-1923), the Board approved Amendment No. 1 updating funding allocations by reducing Construction Support from $458,250 to $169,650 while increasing Construction Capital from $2,596,750 to $2,885,350.

 

Following the Board's approval of Amendment 1 on February 3, 2026, Caltrans has since updated the Agreement by adding language to further clarify funding allocations. There is no change to the total funding amount. All other terms of the original agreement remain unchanged, and the amendment is formally incorporated into the existing contract.

 

ALTERNATIVES

The Board could choose not to approve the revisions to the Cooperative Agreement.  Transportation would attempt to work with Caltrans to revise the agreement as directed by the Board and return at a later date.

FINANCIAL IMPACT

The Project is included in the 2025 CIP approved by the Board on July 15, 2025, (Legistar file 25-0504), with funding provided by Local, State, and Federal funds. There is no change to Net County Cost as a result of Amendment No. 1 to Cooperative Agreement 03-0817.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain Chair signature on four (4) originals of each Amendment.

2) The Clerk of the Board will forward the signed four (4) originals of each Amendment to Matt Gourley at Transportation for transmittal to Caltrans.
