Fiscal Impact/Change to Net County Cost:  The funding for this purchase will come from Asset Seizure funds that have been received and budgeted in the Sheriff's FY 2009-10 budget.  There is no cost to the General Fund.
 
Reason for Recommendation:   The Telestaff program automates the complex staff scheduling processes unique to the Sheriff's Patrol and Central Dispatch Divisions.  While saving staff time, more significantly, it will help identify and prevent scheduling situations which may create overtime requirements. It will also help insure minimum staffing levels are met while recommending training and auxiliary assignments are completed with a lowest overtime demands.  It is anticipate that the system will pay for itself in a little as 24 months. ($20,000 per year in staff and overtime savings)
 
The term of the agreement is effective upon the execution date which is defined as the date the agreement is signed by the Board Chair.  The agreement shall remain in effect for one (1) year unless terminated.  On each anniversary date thereafter, the agreement shall automatically renew for one (1) more year unless terminated.  Therefore, this agreement is perpetual for annual maintenance costs only.  The Sheriff's Department will bring an agenda item back to the Board each year prior to renewal to advise the Board of this perpetual agreement and annual cost before continuing for one additional year.
 
Action to be taken following Board approval:  Board Chair will sign the agreement.  Clerk will return signed documents back to the Sheriff's Department for distribution.  Sheriff's Office will work with purchasing to secure software and hardware.
