Health and Human Services Agency (HHSA) recommending the Board:
1) Accept, with gratitude, a donation of $13,560 from Clifford Wadiak in honor of Don W. Harr with restricted use for the construction of a private office at the Veterans Office Building located at 130 Placerville Drive, Suite B, Placerville;
2) Approve and authorize the HHSA Director, or HHSA Chief Assistant Director, to execute the Terms of Donation Acceptance by County of El Dorado; and
3) Authorize the HHSA Director, or Chief Assistant Director, to execute further document(s), related to this donation, on behalf of HHSA Veteran Services.

DISCUSSION / BACKGROUND:
In July 2025, HHSA Veteran Services received notification from Clifford Wadiak, a Veteran from El Dorado County (County), regarding a restricted donation of $13,560 in honor of United States Navy Veteran Donald W. Harr. The donation is designated specifically for the construction of a private office at the County Veteran Services office located at 130 Placerville Drive, Placerville. These funds will help construct one additional office space to allow the one current Veterans Service Representative without a private office a room to meet with Veterans where confidential issues such as injuries, medical history, and obtaining available benefits can be discussed.
The cost to construct the office is estimated to be approximately $20,000. The Veterans Services Officer is working with the Veterans Memorial Building Council to fund the difference in the cost of the office construction.
With Board approval, HHSA Veteran Services will gratefully accept this donation.
ALTERNATIVES:
The Board could direct HHSA to decline the donation. Should the Board decline to approve this recommendation, HHSA Veteran Services would continue to provide services to County Veterans, however, it would be conducted in a less private setting.

FINANCIAL IMPACT:
This donation will help with the construction of a private office at the Veterans Office Building located at 130 Placerville Drive, Suite B, Placerville, CA. Once the remaining funding for the project is secured, HHSA will bring a budget transfer to recognize the donation and project expenses, if needed, or include the project in the FY 2026-27 Budget request, if the project will occur next fiscal year.
