Title
Community Development Agency, Transportation Division, regarding the Silva Valley Parkway Interchange, recommending the Board consider the following:
1) Approve and authorize the Chair to sign the Easement Deeds from the County to Pacific Gas and Electric Company, on Assessor's Parcel Numbers 118-170-01 and 121-280-01; and
2) Authorize the Clerk of the Board to record each easement deed and provide a conformed copy to the Community Development Agency, Transportation Division for the U.S. 50 / Silva Valley Parkway Interchange - Phase 1 Project, CIP No. 71328.
Funding: State and Local Partnership Program Grant, 2004 General Plan Silva Valley Interchange Set-Aside, Silva Valley Interchange Set-Aside, Highway 50 TM99-1359 fees, Highway 50 TIM fees, El Dorado Irrigation District Reimbursement, and developer advanced funds. Developer advanced funds shall be provided by West Valley, LLC, in accordance with the Conditions of Approval for West Valley Village Tentative Map TM99-1359, Condition of Approval No. 26 dated January 22, 2004.

Fiscal Impact/Change to Net County Cost
There is no fiscal impact associated with this Legistar item. The Board will not be obligating the County with the current requested action. The obligation has already come with the action of purchasing the subject properties. Funding for the subject project is from State and Local Partnership Program (SLPP) Grant, 2004 General Plan Silva Valley Interchange Set-Aside, Silva Valley Interchange Set-Aside, Highway 50 TM99- 1359 fees, Highway 50 TIM fees, El Dorado Irrigation District Reimbursement, and developer advanced funds. Developer advanced funds shall be provided by West Valley, LLC, in accordance with the Conditions of Approval for West Valley Village Tentative Map TM99-1359, Condition of Approval No. 26 dated January 22, 2004.
Background
The Transportation Division is constructing the U.S. 50/Silva Valley Parkway Interchange - Phase 1 Project (Project), which will include a six-lane overcrossing (four through lanes and two deceleration lanes to the loop on-ramps), new signalized diagonal off-ramps, diagonal on-ramps, and loop on-ramps. Hwy 50 will be improved to include east and west auxiliary lanes between El Dorado Hills Boulevard and the new interchange.
The Project is subject to the California Environmental Quality Act (CEQA). On June 28, 2011 the Board certified the CEQA Supplemental Environmental Impact Report, approved the Project and authorized the Division to proceed with the acquisition process for the land rights necessary for the construction and completion of the Project.
As part of the Project, the County acquired three parcels from El Dorado Hills Investors (EDHI), which are identified as Assessor's Parcel Numbers (APN) 118-170-01, 121-280-01, and 122-720-03. These parcels were purchased in their entirety, due to the combined impacts of the project for roadway improvements and utility relocations.
The County is obligated to relocate existing utilities, including overhead facilities for Pacific Gas and Electric Company (PG&E), that conflict with the new interchange overcrossing and ramp improvements.
Reason for Recommendation
The relocated overhead facilities for Pacific Gas and Electric Company (PG&E) need to be within dedicated easements, deeded from the County to PG&E, on two of the subject parcels (APN 118-170-01 and APN 121-280-01).
Action(s) to be taken following Board approval
1. The Clerk of the Board will obtain the Chair's notarized signature on each Easement Deed.
2. The Clerk of the Board will record each easement deed and provide a conformed copy of each Easement Deed to the Transportation Division.
