Title
Health and Human Services Agency recommending the Board consider the following:
1) Approve and authorize the Chair to sign Amendment 1 to Agreement 4922 with Kuldeep Singh Mand DBA Fairbridge Inn Express for the provision of emergency occupancy extending the term through December 31, 2020, with the option to extend the term month-to-month thereafter;
2) Find that in accordance with County Ordinance Section 3.13.030 B, the scope of work through this Occupancy Agreement 4854 4922 A1 requires specialty skills and qualifications not expressly identified in County classifications; and
3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Emergency Occupancy Agreement 4922 A1 including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: Various State and Federal emergency funding grants including Homeless Emergency Aid Program grant.

DISCUSSION / BACKGROUND:
On May 19, 2020, the Board approved Lease 4922 with Kuldeep Singh Mand DBA Fairbridge Inn Express to provide non-congregate shelter for medically vulnerable homeless individuals in response to the COVID-19 pandemic. This lease is for 20 of 22 rooms at the Fairbridge Inn, and has been maintained on a month-to-month basis.
Amendment 1 increases capacity at the hotel by adding two more rooms, and ensures availability of rooms through December 31, 2020. The two additional rooms are slightly larger than the original 20 rooms and each contains a kitchen area, so these rooms are leased at $1,200 per month versus the $1,000 for all other rooms at the facility.
ALTERNATIVES:
Should the Board decline to approve this Amendment 1 to that Agreement 4922, the County would continue to lease the current 20 rooms for non-congregate shelter on a month-to-month basis.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item, and is entirely funded by grants received by the Housing and Homelessness program. Sufficient appropriations were included in the Fiscal Year 2020-21 budget, and will be included in future budgets for the term of the Agreement.
