HEARING - Sheriff’s Office recommending the Board approve and authorize the Chair to sign Resolution 159-2023 which conditionally approves the application of Randy Yaple, for a license to relocate a cardroom to 3909 Park Dr., Ste. 200, El Dorado Hills, CA 95762, pursuant to County Ordinance 9.45 Cardrooms. The Sheriff's Office has found that the approval of this license will not substantially aggravate crime or make law enforcement unduly difficult; is not detrimental to the public peace, health, safety, or welfare; and will not result in the violation of applicable zoning, fire, building, or other applicable laws and regulations.

DISCUSSION / BACKGROUND
On March 16, 1993, the Board authorized issuance of a cardroom license to Noel Paulson in the Blacksheep Inn, located at 3320 Cameron Park Drive, Cameron Park.
On June 8, 1993, the Board approved the addition of Mr. Gage as a partner with Mr. Noel Paulson in the operation of the cardroom located at the Blacksheep Casino.
On September 15, 1998, the Board approved the application for the Blacksheep Casino to operate a cardroom at 3181 Cameron Park Drive, #107/108, in Cameron Park.
The Blacksheep Casino was operating with a cardroom license under the name of the owner Noel Paulson, and later the business was sold to Randy Yaple. On December 30, 2014, Mr. Yaple applied for a California Department of Justice (DOJ) Bureau of Gambling Control State Gambling License. Mr. Yaple applied for an El Dorado County Cardroom Establishment License on February 20, 2015, and applied for a County business license with the Treasurer/Tax Collector's office on April 22, 2015. On April 14, 2016, the Sheriff's Office received notice that Mr. Yaple's State Gambling license was approved by the DOJ. After the approval of the Gambling license was received, the Sheriff's Office worked with the Planning, Building, Fire and other Departments to verify that the cardroom would not violate applicable zoning, fire, building or other applicable laws and regulations.
On July 19, 2016, with Legistar Item 16-0634, the Board approved the application of the proposed new owner, Randy Yaple, to operate a cardroom at the Blacksheep Casino.
At this time, Mr. Yaple wishes to relocate the cardroom from the Blacksheep Casino to 3909 Park Drive, Suite 200, El Dorado Hills, California. Per County Ordinance 9.45 Cardrooms, the Sheriff is submitting to the Board of Supervisors a written recommendation as to whether the license should be approved, conditionally approved, or denied. The Sheriff's report is attached along with correspondence and conditional approval from the El Dorado Hills Fire Marshal, County Building Official, and the Deputy Director of Planning, and other relevant information, and this hearing is being noticed as required by County Ordinance.
The Sheriff’s Office recommends conditionally approving Mr. Yaple’s application pursuant to the completion of stated conditions.
