1) Approve and adopt the new department-specific classification specification for Sheriff’s Emergency Call Taker;
2) Approve and adopt the revised classification specifications of Sheriff’s Public Safety Dispatcher I/II and Sheriff’s Public Safety Dispatcher Supervisor;
3) Adopt and authorize the Chair to sign Resolution 139-2026 to:
a) Approve the Job Class Number, bargaining unit designation, and salary range for the new Sheriff’s Emergency Call Taker classification;
b) Approve the addition of 4.0 FTE Sheriff’s Emergency Call Taker allocations; and
c) Abolish the unused classification of Sheriff’s Sr. Public Safety Dispatcher.

DISCUSSION / BACKGROUND
The El Dorado County Sheriff’s Office seeks to establish a new classification, Sheriff’s Emergency Call Taker, to enhance operational efficiency within the Sheriff’s Public Safety Dispatcher series. Introducing a dedicated call-taking level will allow the Sheriff’s Office to more clearly distinguish duties between emergency call intake and radio dispatch functions, supporting improved workflow and service delivery in the Communications Center.
Additionally, Human Resources conducted a classification review and determined that updates to the Sheriff’s Public Safety Dispatcher I/II and Sheriff’s Public Safety Dispatcher Supervisor class specifications are necessary. These updates modernize the series, align terminology and duty statements with current operational practices, and formally incorporate the new Sheriff’s Emergency Call Taker role into the existing classification structure. Establishing an entry-level call-taking classification clarifies career progression within the series and supports workforce planning, recruiting pathways, and structured training progression.
The Sheriff’s Office also requested abolishment of the Sheriff’s Sr. Public Safety Dispatcher classification. This classification has not been used or allocated since 2020 and will not be utilized under the updated structure. References to the abolished classification have been removed from the updated specifications.
Creating the Emergency Call Taker classification and updating the related series will streamline functional responsibilities, improve operational clarity, and support long-term staffing and organizational needs within the Sheriff’s Office.

The Board could choose not to approve the actions as recommended and direct Human Resources and the Sheriff’s Office to conduct further analysis.

FINANCIAL IMPACT
The approximate annual cost for the addition of these positions is $494,698 with the cost for the remainder of FY 2026-27 totaling approximately $417,444. It is anticipated that this increased cost will be offset by savings in Salaries and Benefits.
