Sheriff’s Office recommending the Board consider the following for the purchase of carrier vests from Black Box Safety, Inc. on an “as needed” basis:

1) Waive formal bid requirements in accordance with Procurement Policy C-17, Section 3.4.4, Exempting the Competitive Bidding process on account of a piggyback contract with the State of California being available and meeting all requirements outlined in the policy;

DISCUSSION / BACKGROUND

The Sheriff's Office has determined an immediate need to acquire Point Blank Maverick Mod 25 carrier vests for our sworn staff, non-sworn correctional officers, and non-sworn security officers. These carrier vests offer a high level of mobility and are designed to meet the specific demands of law enforcement personnel in various high-risk scenarios. Equipping our personnel with these carrier vests is an investment in their safety and in the overall effectiveness of our Office.

 

Protection Against Threats: In law enforcement and correctional settings, officers face potential threats daily, including firearms, knives, and other forms of assault. The Maverick Mod 25 carrier vest houses the ballistic or stab protection panels, providing in the line of duty safety.

 

Improved Physical Comfort and Mobility: The design of the Maverick Mod 25 carrier vest is tailored for comfort, enabling extended wear during long shifts and facilitating ease of movement, even in dynamic situations. This ergonomic advantage ensures that staff remain agile without compromising protection, which is crucial in fast-evolving scenarios that require quick responses.

 

Uniform Consistency: Currently, staff wear different manufacture carrier vests.  The Sheriff's Office strives to have uniformity throughout its ranks and has recently updated the Sheriff's Office Uniform policy 1024 to reflect uniformity.  The Point Blank Maverick Mod 25 carrier vest will provide this.  In addition, the current soft body armor which is currently purchased and provided by the Sheriff's Office is of Point Blank manufacture.  The Point Blank Maverick Mod 25 carrier vest is designed to work with our current soft body armor.  Providing high-quality, up-to-date safety equipment like the Point Blank Maverick Mod 25 carrier vests sends a clear message to deputies and officers that their safety is a priority as well as gives a consistent and uniform appearance.

 

Confidence in Confronting High-Risk Situations: When individuals are equipped with modern, reliable equipment, they can perform their duties with greater confidence and efficiency. This mental assurance allows them to respond more effectively to potentially dangerous incidents, protecting not only themselves but also the public they serve.

 

Minimizing Liability: The Sheriff's Office has a responsibility to ensure that personnel are adequately protected. Should an officer suffer an injury due to inadequate protective gear, the department could be liable for not providing sufficient equipment. Investing in quality equipment mitigates this risk and supports our compliance with safety standards.

 

Lowering Costs through Prevention: While the initial investment in these vests may seem substantial at $250,000, it is a cost-effective choice when considering the potential financial implications of officer injuries, medical bills, or other related expenses. By preventing injuries, the Sheriff's Office can reduce long-term costs and administrative burdens.
