Sheriff’s Office recommending the Board:
1) Approve and authorize the Chair to accept an award in the amount of $85,000 from the State of California Department of Alcoholic Beverage Control (ABC) for the Alcohol Policing Partnership (APP) program for the period July 1, 2025 through June 30, 2026, to reduce underage drinking and its associated harms; and
2) Adopt and authorize the Chair to sign the required Governing Body Resolution 125-2025, per California Code Regulations Title 13, Division 2, Chapter 13, Section 1890.13(g), authorizing the Sheriff’s Office Agency Chief Fiscal Officer or Undersheriff to accept the grant award and execute for and on behalf of El Dorado County any documents necessary for the purpose of obtaining funding through ABC including grant agreements, amendments, extensions, and subsequent grant modifications with the ABC, contingent upon approval by County Counsel and Risk Management, when required.

DISCUSSION / BACKGROUND
The El Dorado County Sheriff’s Office applied for and was awarded funding from the ABC APP Grant in the amount of $85,000. Final approval and receipt of these funds are contingent upon authorization from the County Board of Supervisors.
This grant will support projects targeting areas with documented alcohol-related problems, particularly those associated with alcoholic beverage licensed establishments and alcohol-related calls for service. Funding will also support educational programs for schools and community outreach initiatives designed to reduce underage drinking. The Sheriff’s Office will incorporate the appropriations and revenues from this grant into the adopted budget.
The primary objective of the grant-funded program is to reduce underage drinking and its associated harms, including driving under the influence (DUI) injuries and fatalities, property damage, and youth access to alcoholic beverages. The program employs a combination of strategies, including education for licensees, enforcement interventions, and visible law enforcement presence to create a perception of omnipresence.
Grant expenditures will specifically cover the costs of conducting minor decoy operations, shoulder tap initiatives, inspections of ABC licensees, education for licensees on underage drinking and its consequences, and public awareness campaigns to engage the community in reducing underage alcohol consumption. These funds are intended to supplement and enhance, rather than replace, the Sheriff’s Office’s existing efforts to address alcohol-related issues involving minors.
