DISCUSSION / BACKGROUND

In March of 2020, California Governor Gavin Newsom granted early release to 3,500 California inmates in an effort to reduce crowding in the State’s prison system as the Coronavirus spreads throughout communities. Individuals released were serving time for nonviolent crimes and were due to be released from prison within 60 days.

 

Funding for counties has been made available by Governor Newsom to help mitigate the costs of this accelerated release of the Post Release Community Supervision (PRCS) population.

 

On April 3, 2020, the Probation Department (Probation) was notified by the Chief Probation Officers of California (CPOC) of receipt of $10,250, for Probation’s allocation of the state-wide PRCS funding. County reimbursement rates are based on annual costs per individual released, prorated based on how early the individual is released.

 

Probation will use this funding for housing services for its PRCS clients.

 

ALTERNATIVES

If the Board declines to approve and sign the budget transfer, Probation may not have the opportunity to receive $10,250 to assist in offsetting the costs of additional services for PRCS clients.
